The City of Havre de Grace seeks competitive, sealed proposals for the construction of utilities associated with approximately 151,240 square feet of road right of way. This includes laying stormwater, water, and sewer utilities, removal and relocation of existing utilities and maintenance of traffic. The project is located on N. Washington Street from Congress Ave. to Green Street, Green Street from N. Washington Street to its terminus east of Seneca Way, and Pennington Avenue from North Union Avenue to St. John Street. The Contractor shall follow design documents as prepared by the Engineer, Verdantas, LLC. The final scope of work, regarding specific blocks of streets, may be amended by the City as the project commences which may result in expanding or reducing the final area(s) noted in this Request for Proposals. This project includes the full reconstruction of part of Havre De Grace's downtown area. The work includes full depth removal and replacement of existing asphalt paving and sidewalk, milling and overlaying in some areas, grading, laying stormwater utilities, removal and relocation of existing utilities, tree planting and signage and striping. The Mayor and City Council of Havre de Grace ("the City") requests bids (hereinafter, a "Bid" or "Proposal") for Downtown Rehabilitation Phase 2A, for the areas specified in accordance with the attached Contract documents. By submission of a Bid, the Bidder represents that it has the ability to comply with all requirements contained therein. The City reserves the right to reject any or all proposals or any portion thereof. The City Reserves the Right, in its discretion to reject any and all proposals or to accept any proposals found to be in the best interest of the City of Havre de Grace.
