CONTRACTOR shall remove submerged aquatic vegetation from Boronda Lake and remove cattails in selected areas to improve conditions for recreational fishing and boating. Target species include but are not limited to the common cattail (Typhalatifolia), Pondweed (Elodea Canadensis), and Water Lilies. This will be a 3 year contract. 2.2. Boronda Lake Weed Removal Project CONTRACTOR shall provide labor, tools, materials, and equipment for the following: 1. Equipment: All equipment shall be inspected by City's Open Space staff to ensure it is clean of non-native species prior to deploying into Boronda Lake. Aquatic mechanical equipment shall be used to remove the entire cattail plant which includes the leaf/blades and the root/bulb or rhizomes. No rotovation or digging of the sediment is allowed. The cattail plant will be pulled from the base of the plant to include the root removal. No cutting or shredding of the cattail plant is allowed as this does not remove the roots. Mechanical equipment shall be used to cut, collect, and remove harvested vegetation which shall be removed from the lake using a harvester or industry standard collection equipment. Harvested vegetation shall be transported to staging area using a conveyor trailer or industry equivalent. Work with hand operated tools shall be utilized where large mechanical equipment cannot reach or maneuver (near boat docks, bridge, or spillway) and shall be as effective as mechanical equipment as possible. 2. Access: Work access to the site shall be mutually agreed upon by the City's project manager and CONTRACTOR. Primary access for equipment to the lake shall be via the concrete boat ramp in the eastern corner of the lake. During work periods equipment directly associated with contracted work shall be stored on or around the boat ramp area. Other associated equipment (trailers etc.) shall be stored in park as designated by ranger staff. Harvested vegetation that is hauled out of the lake shall be transported and staged to the nearby area designated by ranger staff. The harvested vegetation shall be stored at this location for a maximum of four (4) weeks to allow excess water to drain prior to disposal at a green waste facility. (Nymphaeaceae). 3. Measurements: During the spring and fall time frames of the project submerged aquatic vegetation shall be removed from the entire lake to a depth of at least four feet, including the perimeter of the island. Additionally, cattails shall be removed in all established fishing breaks, around all three docks and along the face of the dam (parallel to the service road west of the lake). The southern edge of the lake with the foot trail/service road, mechanical equipment shall not contact the lake edge and disturb the protective boulders or rip rap. Regrowth of cattail plants shall have an annual regrowth of 10% or less. During the fall time frame of the project, cattails in all other growth areas shall be removed to a maximum of 10 feet from the shoreline. 4. Special requirements: In accordance with the City of Palo Alto's Integrated Pest Management program, all work shall be done with mechanical harvesters and other standard aquatic maintenance equipment, or by hand. Chemical treatments shall not be used, without written approval from The City. 5. Disposal: All cut or harvested vegetation shall be removed from the lake each day. The City shall provide a location for staging and maneuvering of equipment in Foothills Park. The City shall identify the staging and dewatering area. All harvested vegetation shall be removed from Foothills Park by the contractor within four (4) weeks after the harvesting has been completed. All harvested vegetation removed shall be disposed at a green waste facility at the contactors expense. Question Submission Deadline:May 10, 2024, 1:00pm
