Site work and paving for a mixed-use development in Oldmans Township, New Jersey. Completed plans call for site work for a playground / park / athletic field; and for paving for a playground / park / athletic field.
The Township of Carneys Point is proposing to expand upon previous improvements to the playground at the Recreation Complex on Penns GroveAuburn Road. The proposed improvements will consist of the partial removal of an underutilized street hockey court, installation of a pavilion with electrical receptacles, installation of poured-in-place rubber surfacing and playground equipment, sidewalks and pedestrian walkways, concrete curb, hot mix asphalt, grading, and restoration. The playground structures and other major equipment will be purchased by the municipality under a State Contract where possible. Minor equipment as listed on the bid form, must be furnished by the contractor. The project also consists of renovations to the existing bathroom facility including cleaning/preparation, removal and replacement of mirrors and toilet paper dispensers, removal and replacement of one (1) interior fan and lighting, painting of the interior and exterior of the bathroom, and epoxy coating of the bathroom floor. Please be advised that State funds through the Green Acres Program are being utilized in this project. Under N.J.A.C. 7:1-5, vendors currently suspended, debarred, or disqualified are excluded from participation on this project. These Contracts are being bid in accordance with local public contract bid laws and Bidders shall comply with the Local Contracts Law, N.J.S.A. 40A:11-1 et seq. Bids will be received for a single prime Contract. Bids shall be on a lump sum and unit price basis, as indicated in the Bid Form. The Owner will award the Contract to the lowest responsible Bidder. NO REFUND SHALL BE MADE FOR RETURN OF THESE DOCUMENTS. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office. Bids must be submitted on the forms provided within the documents in the manner designated therein. Bids must be enclosed in a sealed envelope bearing the bidder's name and address labeled "BID for the RECREATION COMPLEX PLAYGROUND IMPROVEMENTS PHASE II" and addressed to the Township of Carneys Point, 303 Harding Highway, Carneys Point, NJ 08069, Attention: June Proffitt, Municipal Clerk. If forwarded by mail, the sealed envelopes containing the bid must be enclosed in another envelope addressed to the Township of Carneys Point. Bids must be accompanied by a Certificate of Surety from an acceptable surety and a bid security in the form of a certified check, cashier's check or bid bond payable to the Township of Carneys Point in the amount of ten percent (10%) of the total bid amount but not in excess of $20,000.00. Certificate of Surety shall be written by a surety company listed on the United States Treasury Department Circular 570 and the New Jersey List of Approved Surety Companies. The Contracts, if awarded, will be to the lowest responsible bidders whose bid proposal conforms to the requirements set forth in the Contract Documents. The Township of Carneys Point will award the Contracts or reject the bids within sixty (60) municipal days after the date of the bid opening. Should there be any reason the contracts cannot be awarded within the specified period, the time may be extended by mutual agreement between the Township of Carneys Point and the bidders. All bidders are required to provide a copy of the contractors and subcontractors business registration certificate(s) issued by the Department of the Treasury in accordance with Section 1 of P.L. 2004, c.57 (C.52:32-44). All Contractors and subcontractors must also comply with the "Public Works Contractor Registration Act" (P.L. 2203, c.91); and P.L. 1977, c.33 (Disclosure of Ownership). The successful bidder shall also comply with the provisions of the New Jersey Prevailing Wage Act, Chapter 150 of the Laws of 1963, effective January 1, 1964. The successful bidder must furnish a Performance Bond and Payment Bond, each in the amount equal to one hundred percent (100%) of the contract price. Said bonds must be in a form acceptable to the Township of Carneys Point and be issued by a surety authorized to do business in the State of New Jersey. Pursuant to N.J.A.C. 10:5-33: "Bidders are required to comply with the requirements of P.L. 1975, c.127." This includes compliance with Affirmative Action requirements pursuant to Public Law 1975 C. 127 (N.J.A.C. 17:27) as revised and amended to date. The successful Bidders must also furnish an Initial Project Manning Report (AA201) upon execution of the Agreement. Contractor is advised of the responsibility to file an annual disclosure statement on political contributions with the New Jersey Election Law Enforcement Commission pursuant to N.J.S.A. 19:44A-20.13 (P.L. 2005, c271, s3) if the contractor receives contracts in excess of $50,000.00 from public entities in a calendar year. It is the Contractor's responsibility to determine if filing is necessary. The Township of Carneys Point and the Engineer reserve the right to require a complete financial and experience statement from the prospective bidders showing that they have satisfactorily completed work of the nature required before furnishing proposal forms or specifications, or before awarding the contract. The Township of Carneys Point reserves the right to reject any and all bids in whole or in part, and to waive any informalities or minor defects therein, should it be deemed in the best interest of the Township of Carneys Point. The right is also reserved to increase or decrease the quantities specified in the manner designated in the specifications. A Pre-Bid conference has not been scheduled for this project.
