Site work for a transportation facility in Edinburg, Texas. Completed plans call for site work for a transportation facility.

The U.S. Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS), has a construction requirement for airfield repairs at Moore Air Base, Edinburg, Texas. Background: Moore Air Base (MAB) was an inactive U.S. Air Force facility located 14 miles northwest of Mission, Texas. It was built in 1941, deactivated in 1961, and partially transferred to USDA in 1963. MAB is a private airfield but seeks to conform to Federal Aviation Administration standards for an airfield its size and characteristics. At present, the facility is operated and maintained by the USDA-APHIS-Plant Protection and Quarantine. The primary function of the facility is the control of fruit flies along the southern border. This is accomplished by rearing sterilized fruit flies onsite and aerially depositing them in known areas of infestation using Baron G58s, Cessna 206s and Cessna 188s. At present, the facility operates up to 10 flights a day with these aircraft. No control tower is located at the facility and aircraft operate under visual approach conditions. Project Description: Since the airfield's construction, no significant repairs or improvements were made to the pavement. Some joints are spalling, turf build-up along the pavement edges is restricting drainage, deterioration of the joint sealant allows vegetation to grow, and pavement markings have faded and need replacing. Only selected areas of the airfield will be repaired. The solicitation and attachments are posted below. The estimated magnitude of this project is between $1 million and $5 million. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. This solicitation will result in a firm-fixed price construction contract. Provide all labor, supervision, and other direct costs as necessary to accomplish the work as outlined in the statement of work, specifications and drawings. Additionally, email your proposal to Jim Roloff by the date and time indicated in block 13 on the first page of this solicitation. See evaluation factors for award on pages 24 and 25 Provide design services for all repairs outlined below in accordance with the RFP. Repair pavement joints in portion of Runway 14/32 as indicated on drawings. Taxiway B, Taxiway C and Taxiway D. Joint repair shall be in accordance with the details shown and Specification Sections. Joints have significant vegetation growing within the joint. Joint repair shall consist of removal of the vegetation and soil sterilization in the joints prior to making repairs. Repair concrete spall and cracks in pavement as required by these documents. Drainage improvements along Runway 14/32, and Taxiway B, C, D, and E. The primary focus of the drainage improvements is to eliminate the turf growth adjacent to the pavement that restricts drainage off the pavement. Additionally, where existing drain inlets are located adjacent to the pavement, swales shall be graded to these inlets to the extents possible. Access gate and singnage shall be provided as indicated at the access points to the apron and at the fueling station. MBE (72.8%), WBE (6.9%), SBE (100%)
