The City of Port Angeles Public Works and Utilities Department is requesting bids to empty and clean the #2 anaerobic digester at the Wastewater Treatment Plant located at 1509 E Columbia St, Port Angeles, WA. City of Port Angeles WWTP operations crew (CITY) will pump down the #2 Digester as low as existing process equipment and sludge quality will allow. The CITY will isolate, purge gases, and lockout the #2 Digester in preparation for the contractor to pump, remove debris, and clean the digester. The Contractor is responsible for the disposal of all liquids, sludge, solids, and debris removed from the digester. Cleaning includes washing all internal surfaces including the internal cover surface, digester ceiling, wall surface, structural components, and all other internal equipment with high pressure washdown hose (tapered nozzle). Pressure washing with wand and nozzle will be required for floor, walls, and equipment that can be reached without scaffolding or ladders. The bottom of the digester is sloped to the center (3:12 V:H). The center height from floor to ceiling is ~27' with the height at the base of the inner wall ~22'. The City of Port Angeles Public Works and Utilities Department is requesting bids from qualified firms/contractors to empty and clean the #2 anaerobic digester at the City's Wastewater Treatment Plant (WWTP). The contractor shall be responsible for removal of all liquids, solids and final cleaning within the anaerobic digester after City Staff vents, pumps down the level, and opens the digester for contractor access. Each bid shall be accompanied by a bid deposit in the form of a cashier's check, postal money order, or surety bond to the City of Port Angeles for a sum of not less than 5% of the amount of the bid, and no bid will be considered unless accompanied by such bid deposit. Bids less than or equal to $35,000 including tax. A performance and payment bond, and retainage will not be required for this work if the total bid amount including tax is less than or equal to $35,000. However, the City shall have the right of recovery against the Contractor for any payments made on the Contractor's behalf. Bids greater than $35,000 including tax. If the total bid amount including tax exceeds $35,000, this project will be awarded as a small works roster contract and payment and performance bonds and retainage will apply in accordance with Washington State law. All work under this Contract is to be completed 20 working days from the Notice to Proceed. No work is to be performed prior to written Notice to Proceed by the City.
