Site work for a road / highway in Arlington Heights, Illinois. Conceptual plans call for site work for a road / highway.

PROJECT SCOPE The Village of Arlington Heights is proposing the installation of a traffic signal at the intersection of E Kensington Rd and S Waterman Ave, an area that has experienced a high number of traffic accidents in recent years. Since January 2018, 24 accidents have been recorded at this intersection, including 19 right-angle collisions, 3 rear-end collisions, and 1 incident involving a pedestrian. E Kensington Rd, a secondary arterial street with an average daily traffic (ADT) of 8,449, intersects with S Waterman Ave, a collector street with an ADT of 2,652. The current intersection configuration includes one lane in each direction, a central auxiliary turning lane on E Kensington Rd, and one lane in each direction on S Waterman Ave. Traffic on S Waterman Ave is under stop control and must yield to traffic on E Kensington Rd. Additionally, there are two pedestrian crossings across S Waterman Ave, one on each side of E Kensington Rd. Despite these features and prior upgrades in 2021, which included high-visibility signage, the intersection continues to present safety concerns for both motorists and pedestrians. Staff from the Public Works & Engineering Department conducted a comprehensive study that included accident reports, a Miovision Traffic study, and a 13-day Stealth Speed Radar analysis. The study evaluated the intersection based on the Manual on Uniform Traffic Control Devices (MUTCD) warrants for signal installation, including the eight-hour vehicular volume, four-hour vehicular volume, and crash experience criteria. The results indicated that the intersection met the crash experience warrant for signal installation. The proposed improvements include the installation of new traffic signals, featuring the latest accessible pedestrian actuation devices and the Village-specified Opticom actuation system. Any required street improvements to accommodate the new signals will also be part of the project. Any inquiries regarding this RFQ must be received in writing by 2:00 P.M. on Thursday, October 10, 2024.
