The City intends to enter into negotiations with the selected Suppliers prior to signing a final contract. If negotiations with the highest-ranked Suppliers are unsuccessful, then the City may elect to begin negotiations with the second-ranked Suppliers. This Request for Proposals does not obligate the City to accept any proposal, negotiate with any Proposer, award a Contract, or proceed with the development of any project described in response to this Request for Proposals. Any changes to the RFP will be in the form of an Addendum issued on or before May 31, 2024. The City of Hubbard (City) is pre-selecting specific water system equipment, (hereinafter referred to as "Equipment"), including booster pumps, a standby generator, and a greensand filter for inclusion in the upgrade of the City's existing water treatment plant. The Equipment includes, but is not limited to, design, manufacturing, supply, delivery, supervision of installation, initial performance testing, on-site training, and follow-up support. The City will procure the specified equipment, appurtenant equipment, and services per this RFP via a direct (pre-purchase) contract with the supplier(s) (hereinafter referred to as "Suppliers"). Civil West Engineering Services will serve as the City's Engineer for the Supplier's contract. The General Contractor, (hereinafter referred to as "Contractor") hired separately by the City, will be required to install the delivered equipment but will not be assigned the contract with the Supplier. The City will procure the services of an installation and construction Contractor at a later date. Civil West Engineering Services will serve as the Engineer for design and inspection services. At this time, it is estimated that the General Contractor will be under contract to the City by March 2025. The proposal shall provide, at a minimum, all detailed information required in the Request for Proposals (RFP) contained herein. Proposers are instructed to comply with this Request for Proposal, for any or all equipment in this RFP, and provide all requested information and certifications.
