The Department of California Highway Patrol (CHP) invites prospective bidders to review and respond to the attached Invitation for Bids (IFB) Number 23C835002 entitled, CHP Barstow Area office Communications Center - Soundproofing Installation Services. When preparing and submitting a bid, compliance with the instructions found herein is imperative. The Department of California Highway Patrol (CHP) is soliciting bids from firms that are able to provide Sound Proofing Installation Services. 1) NEW WALL PANEL: Lamvin's Sonic I Tackable High Impact Acoustical Panels,composed of 1-inch, 6-7 lb. density rigid fiberglass core framed to a minimum depth of 1/8 inch with a chemical hardener and laminated to 1/8-inch, 16-20 lb. density molded fiberglass face, or equivalent. 2) EDGE DETAIL: Beveled. 3) CORNER DETAIL: Square. 4) FABRIC: The panel cover shall be fabric and all edges wrapped a minimum of 1 1/2 inches to the back of the panel. The fabric shall be Guilford Manie FR701 pattern, or equivalent, color to be determined. The fabric is bonded directly to the panel face, with all edges wrapped to ensure a flat wrinkle-free surface and fully tailored corners. 5) FLAME SPREAD: Panel core and fabric have a composite Class I (or A) flame spread rating per ASTM E-84. Also passes UBC Standard 8-2 Corner Burn Test. 6) MAP RAIL: Location to match door frame height. 7) WALL ATTACHMENT: Lamvin provides and adhesive impaling mounting system. Product information documenting LEED requirements are required. All materials to be delivered to the job site in the original packages and containers bearing the name of the manufacturer, and all containers shall be new and unopened. Storage on the premises to be as directed by on-site CHP representative. Safeguarding and fire protection shall be the responsibility of Contractor. California Law Requires Disabled Veterans Business Enterprise (DVBE) participation. All bidders for this solicitation, must meet the minimum DVBE participation requirement of 5%. Bidders are eligible to receive a DVBE incentive for their participation. For more information regarding this option, see section M of the IFB entitled "Preference and Incentive Programs." The term of the resulting agreement is anticipated to be effective from June 1, 2024 through June 30, 2025. LIQUIDATED DAMAGES Contractor shall forfeit to the State as liquidated damages, One Hundred Dollars ($100.00) for each calendar day, or option thereof, which is delayed beyond the established work schedule, to be deducted from any payments due or to become due to the Contractor. The time for the completion of the work shall be extended by the State for a reasonable period of time when there is a delay in the Contractor's performance of the work caused by acts of God, the public enemy, fire, flood, epidemics, quarantine restrictions, strikes, freight embargoes, unusual action of the elements or delays of subcontractors due to such causes, provided that the Contractor shall notify the State in writing of the causes of delay within five (5) days from the beginning of any such delay and within five (5) days of the end of any such delay. Owner Rights: CHP reserves the right to reject all bids and to cancel this IFB if it is in the best interest of CHP to do so.
