The City of Upland, Emergency Preparedness Unit, is seeking Proposals from interested and qualified Proposers to provide consulting and planning services with respect to the City of Upland Local Hazard Mitigation Plan (HMP) update project. Activities associated with the project to include, but not limited to, updating the existing HMP template to address the 2024 Federal Emergency Management Agency (FEMA) Local Hazard Mitigation Planning (LHMP) Guidance documents, develop language, for the new Climate Change Mitigation section, update hazard profiles, update assets information, address repetitive loss properties, review mitigation strategies with participating jurisdictions, include terrorism related risks/analysis as needed, and using the LHMP, develop a process, tools, and/or system to ensure each City Department and Partners are able to update the plan and achieve CalOES and FEMA approvals. Performance period 07/22/2024 through 11/21/2026. The performance period includes adequate time for review and approval by Cal OES and FEMA, revisions by the participants if necessary, and approval by the local jurisdiction. Deadline for Submission of Questions 11:00 p m. (PST) on May 28, 2024
