Renovation of a residential development in Madison, Wisconsin. Completed plans call for the renovation of a residential development.
Dane County is soliciting applications from organizations interested in operating a major home rehabilitation program for low-and-moderate income residents of single-family owner occupied housing located in the participating municipalities of the Dane County Urban County Consortium listed in Appendix A. Funding is expected to be available under the HUD-funded Community Development Block Grant (CDBG) program. This change in funding source and its implications will be discussed with prospective Subrecipient(s). Please refer to the attached documents for additional details: CDBG HOME PROGRAM REHABILITATION STANDARDS (Appendix B), CDBG HOME HOUSING REHABILITATION DEFERRED PAYMENT LOANS PROGRAM STANDARDS in Appendix C, DANE COUNTY 2020 - 2024 CONSOLIDATED PLAN (Appendix D), and CDBG HOME ENVIRONMENTAL REVIEW POLICY AND PROCEDURES (Appendix E). Dane County requires that all applicants complete the Vendor Questionnaire/RFP application in its entirety, and sign the Signature Power Form at the end of the Questionnaire. Failure to do so may result in the application to become ineligible for funding and may not be scored. Dane County intends to use the results of this process to make an award to subrecipients of Community Development Block Grant (CDBG) and HOME Investment Partnerships Program (HOME) funds. The total amount of CDBG and HOME funding available for 2025 is unknown at this time. It is estimated that Dane County's annual entitlement for 2025 may have up to $1,000,000 in CDBG and $600,000 in HOME funds that will be disbursed among several CDBG and HOME categories including the Major Home Rehabilitation category. Additionally, approximately $1 million of unexpended HOME funds will be available for disbursement in the 2025 RFP cycle. Owner Rights: The County reserves the right to fund this project with Home Investment Partnership (HOME) funds. Dane County reserves the right to accept any part of this bid deemed to be in the best interest of the County. The County also retains the right to accept or reject any or all bids. Question Deadline 05/17/2024 at 2:00 PM CT All inquiries concerning this RFP must be submitted via online. Question Response Deadline May 24, 2024, 2:00pm PROJECT BASICS Applicants may target the program to a specific community, a specific development, or to the entire Dane County Urban County Consortium. Organizations selected as sub recipients to operate a major home rehabilitation program will be expected to comply with the requirements in the CDBG Housing Rehabilitation Deferred Payment Loans Program Standards for operating the program. These include, in part: o Marketing the program. o Conducting initial pre-screening, intake and eligibility determinations of applicants. o Providing information to the County on the addresses of each household requesting assistance and Radon analysis and documentation in order for the County to conduct an environmental review. o Not beginning any work on a home until the County issues a notice to proceed for that home. o Conducting required underwriting. Documenting the size and combined income of each household receiving assistance, including collecting income documentation. o Documenting the eligibility of the property receiving assistance. o Conducting an on-site Housing Quality Standards (HQS) or NSPIRE inspection review of each property to document necessary repairs and note any areas where the home fails inspection. o Performing initial cost estimates and work write-ups of the work to be done.
