The City of Sacramento is issuing a Request for Proposals (RFP) to solicit qualifications and sealed proposals from Design-Build teams for services necessary to complete design and installation of an Air cuity indoor environmental quality system as supplied by Norman Wright Mechanical Equipment Company. This system shall be installed at the Pannell Community Center located at 2450 Meadowview Rd, Sacramento, CA 95832. The Design Build fee for all services is estimated not to exceed $250,000. The City will not respond to verbal questions or phone calls concerning this RFP. Questions must be emailed to: Kirsten Wise: kwise@cityofsacramento.org These indoor air quality improvements will allow the City to operate the Pannell Community Center as a clean air refuge center during wildfire smoke events, in addition to providing improved indoor air-quality year-round. The City of Sacramento received a FEMA/Cal OES Grant to complete this project and therefore there are additional guidelines that will be required as part of this process. The City is utilizing an RFP process for the selection of a design-build team. The team will consist of a Prime Contractor who will partner with Norman Wright as the equipment supplier and provider of engineering support for this system, as well as any other subcontractors required for a complete installation and start up. This selection process will allow design build teams to submit proposals based upon experience with previous design-build public projects, available bonding capacity, claims history and additional significant information. The City's selection committee will evaluate each submittal based on proposals, experience, and project approach. Following ranking by the selection committee, and possibly interviews, the City will open the attached document that was submitted through Planet Bids containing the Scope of Work, Proposal and Hourly Rates form from the highest-ranked firm The scope of work is to provide all equipment, material, labor, installation, and delivery to the Owner, a fully functional indoor air quality improvements control system. The work includes, but is not limited to design, permitting, construction, commissioning, and training. The City reserves the right to decide that one team is more responsive than the others and to make a selection after review of the Proposals only. The City reserves the right to modify any portion, postpone, or cancel this RFP at any time, and/or to reject any and all submissions without indicating any reason. No submission documents will be returned. The City reserves the right to reject individual team members, firms, sub-contractors and request substitution without indicating any reason prior to contract award.
