Description: The City is soliciting proposals from qualified and experienced firms to implement and support an updated physical access control, security cameras, an intrusion/panic system, and fire protection system for four of our facilities initially, with adding the others over time. The City may award the security system and the fire protection system as a whole, or in part, whichever is in the City's best interest. Vendors who provide only fire protection systems or only security systems are invited to submit proposals. The City of Battle Creek is seeking proposals from qualified and experienced firms to implement and support an updated physical access control, security cameras (regular, not smart cameras), an intrusion/panic system, and fire protection system for four of our facilities initially that currently have these systems in place. Each facility's existing system's age, models, and capabilities vary. The City's preference is to award all work to one contractor; however, we may award separately. Vendors who provide only one or another of the systems are invited to submit proposals. Before submitting a proposal, firms shall carefully examine the scope of work and shall fully inform themselves as to all existing conditions and limitations and shall indicate in the proposal all items requested. Notwithstanding any other provision of the Request for Proposal, the City reserves the right to: (1) waive any immaterial defect or informality; or (2) reject any or all proposals, or portions thereof; or (3) reissue the Request for Proposal. A response to any Request for Proposal is an offer to contract with the City based upon the terms, conditions, and specifications contained in the City's Request for Proposal. Proposals do not become contracts unless and until the City executes them. A contract has its inception in the award, eliminating a formal signing of a separate contract. For that reason, all of the terms and conditions of the contract are contained in the Request for Proposal, unless any of the terms and conditions are modified by a Request for Proposal amendment, a contract amendment, a Best and Final Offer, or by mutually agreed terms and conditions.
