All inquiries, questions, or clarifications must be submitted at least seven (7) calendar days prior to the due date ofthis RFP. The City ofBloomington (City) is seeking a proposal for Construction Manager at Risk (CMAR) services for our new Community Health and Wellness Center Project. The selected firm will work with our Community Health and Wellness Center Project Team which will be comprised of City staff and stakeholders, a Feasibility Consultant, an Owners Representative, and an Architectural/Engineering (AE) firm to provide construction manager at risk services for a new ground up facility at 9801 Penn Ave., Bloomington MN. The City has retained The TEGRA Group, Inc. (TEGRA) as its Owner's Representative. TEGRA will be the primary point of contact on behalf ofthe City for the AE. The City intends to use a Construction Manager at Risk (CMAR) modified with a Guaranteed Maximum Price (GMP) construction process. This process will utilize all public bidding requirements. The CMAR will provide preconstruction and construction services including cost and schedule estimating, bidding to subcontractors, and day-to-day construction management.
