The method of Contractor Selection has not been Determined at this time. The Stillwater Utilities Authority (SUA) is soliciting Letters of Interest (LOI) from consultants. The SUA CIP includes more than 100 water and wastewater projects that need to be completed within the next 5 to 8 years. SUA anticipates selecting a team of engineering companies under the leadership of a single firm to develop an Execution Plan of Programs and Packages for FY25 through FY29 CIP projects and provide engineering, bidding and construction oversight for the first program. A program is meant to include multiple packages and a package is multiple projects. SUA desires an execution plan that minimizes the number of bid packages and contracts, achieves the lowest overall price, results in the highest quality and is delivered within the shortest possible timeline. SUA is interested in teams comprised primarily of firms with staff who reside in Oklahoma. This request for LOIs is intended to be an informal, collaborative process that encourages partnerships and gauges the interest of the market for this work. Please limit your response to this inquiry to 5 pages and include your firm's experience developing execution plans of this nature and teaming with other consultants to meet scheduling constraints.
