The Department of Energy (DOE), Western Area Power Administration (WAPA), Desert Southwest (DSW) Region is seeking capability statements from all interested parties for the Parker-Bouse-Liberty 230kV Transmission Line Addition Construction Project. This is for market research purposes only and the opportunity to respond does not constitute a solicitation and does not obligate the government in any contract award. The submission of any information is purely voluntary, and the government assumes no financial responsibility for any costs incurred in responding. The North American Industry Classification System (NAICS) code for this procurement is 237130 - Power and Communication Line and Related Structures Construction, with a small business size standard of $45.0 million. Project location is La Paz County, Arizona, with an anticipated period of performance of 547 days (18 months) after notice to proceed. In accordance with FAR 36.204, the estimated magnitude of construction for this project is more than $10,000,000. This project is anticipated to be procured using two-step sealed bidding procedures in FAR Subpart 14.5. The type of set-aside decision, if any, will depend upon the responses of interested parties to this Sources Sought notice. The purpose of this notice is to determine the appropriate level of competition, and gain knowledge of the experience and qualifications of the various members of the construction industry, including Other than Small (OTS), Small Business (SB), Small Disadvantaged Business (SDB), 8(a), Woman-owned (WOSB), Economically Disadvantaged Woman Owned Small Business (EDWOSB), Veteran Owned-Small Business (VOSB), Service Disabled Veteran Owned Small Business (SDVOSB), and Historically Underutilized Business Zone (HUBZone) firms. SCOPE OF WORK This project will construct two new 230-kV circuits on the same structures and in the same 150' rights-of-way (ROW), creating a Parker-Bouse 230-kV transmission line and a Bouse-Liberty 230-kV transmission line. The work is briefly described as follows: Construction of a new 18-mile-long double circuit 230-kV transmission line from Bouse switchyard to the 12-mile area of the existing Parker-Liberty # 2 230-kV line. Installation of transmission line consisting of six single-circuit steel monopoles and 102 double-circuit steel monopoles. Installation of 1272 kcmil ACSR conductor, with six phases, each approximately 18 miles in length. Installation of two 18-mile long 48-count overhead optical ground wires (OPGW). CAPABILITY STATEMENT Interested sources shall submit a capability statement demonstrating their ability to perform the work as described above. Responses are requested with the following information: 1. Company Name, Unique Entity ID, Address, Description of Principal Business Activity, and Primary Point of Contact (e-mail address and phone number). 2. Current SAM Registration and Business Size under NAICS Code 237130, to include any designations as SDB, 8(a), WOSB, EDWOSB, VOSB, EDVOSB, or HUBZone. 3. Bonding Capability - Construction bonding level per single contract and aggregate construction bonding level, both expressed in dollars; along with current available bonding capacity. 4. Experience - Provide a listing of relevant work performed in the last five (5) years on projects of similar scope and magnitude. Experience information must include project title, location, description of the key/salient features of the project to demonstrate relevance to the proposed project, firm's role, completion date, total contract value, and name of agency or government entity for which the work was performed. Relevant work, for the purposes of this notice, can be defined as, but not limited to, the following: Experience in construction of high-voltage 230-kV transmission lines on varying terrain. This includes site preparation, foundation construction, multi-section structural erection, and fiber optic installation. Experience constructing a high-voltage steel structure transmission line segment consisting of 30 or more steel poles. Experience constructing concrete foundations 6 feet or more in diameter and 25 feet deep or greater in sandy soils. Experience constructing concrete foundations 6 feet or more in diameter and 25 feet deep or greater in rocky conditions, or with the installation of micro-piles. Experience stringing conductor on a transmission line construction project 6+ miles in length. Failure to respond to this notice does not exclude any interested party from future consideration which may be announced or solicited by WAPA.
