Renovation of a municipal facility in Soquel, California. Completed plans call for the renovation of a municipal facility.

The Engineer's estimate anticipates that the total bid price will be $664,000 and the Contract Time for the completion of all the Work of the Project is 233 calendar days. The proposed Work is generally described as follows: - Remove the existing OSG system including the OSG unit, Brine Tank, filters, water softeners, Hypo Tank and other associated equipment and piping. City Operations is responsible for transporting and storing the removed OSG system for use at another location - Install and integrate the new OSG system Questions and Clarification Submission Deadline:April 24, 2024, 1:30pm This Project is subject to compliance monitoring and enforcement by the DIR pursuant to the California Labor Code section 1771. 4. No General Contractor or subcontractor may be listed on a bid proposal for a public works project unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5 (with limited exceptions from this requirement for bid purposes only under Labor Code section 1771.1 (a)). No contractor or subcontractor may be awarded a contract for public work on a public works project unless registered with the Department of Industrial Relations pursuant to Labor Code section 17255. Additionally, the General Contractor and all Subcontractors must make good faith efforts to hire qualified individuals who are residents of Santa Cruz County as required by Santa Cruz Municipal Code (SCMC) Chapter 3.10, and to employ apprentices who are enrolled and participate in a viable apprenticeship program approved by the Division of Apprenticeship Standards. The Contrct will he.awarded to the lowest responsible responsive bidder. The City reserves the right to reject any. or all Bids,,)ncluding for any minor irregularities. The City may reject a Bid if the City determines that any of the bid prices are materially oobalanced to the potential detriment of the City Bidders and their proposed subcontractors shall hold such licenses as may be required by the laws of the State of California for the performance of the work specified in the Contract Docwnents. Bidders bidding as the Prime Contractor shall possess a valid California Contractor's General Engineering License "A" at the time of contract award and throughout the contract term. The Contractor will also be required to ensure that all subcontractors working on this Project are holding valid licenses suitable for their trade All time limits stated in the contract documents are of the essence. If the work is not completed by Contractor in the time specified in the Water System Construction Agreement, or within any period of extension authorized by the City, it is understood that City will suffer damage; and it being impracticable and infeasible to determine the amount of the actual damage, it is agreed that Contractor will pay the City, as fixed and liquidated damages, and not as a penalty, the sum of five hundred ($500.00) dollars for each calendar day of delay until the work is completed and accepted, and Contractor and his/her surety will be liable for the amount thereof, provided, however, that Contractor will not be charged liquidated damages because of any delays in the completion of the work due to unforeseeable causes beyond the control and without the fault or negligence of Contractor. In the event ofunexcusable delay, City may, at its option, perform the remaining work and Contractor will pay City the actual cost of such work plus an administrative overhead fee of fifteen percent ( 1 5% ) A Bid must be accompanied by Bid security made payable to the City of Santa Cruz in an amount not less than ten percent (I 0%) of the total amount of the bid, and in the form of a certified or cashier's check or a Bid Bond. The Bid security of the Successful Bidder will be retained until such Bidder has executed the Contract Documents, furnished the required Contract security and met the other conditions of the Notice of Award, whereupon the Bid security will expire or be returned. The City of Santa Cruz reserves the right to revoke the award of the Contract and the Contractor's bid security will be forfeited if required documents are not delivered in an acceptable form within ten ( l 0) calendar days, excluding weekends and legal holidays, after the date of the written notice of Contract award. The bid security of all Bidders may be retained by.. the City for up to sixty ( 6 0) calendar days after the bid opening, whereupon bid security will expire or be returned Faithful Performance Bond in an amount equal to one hundred percent ( 1 00%) of the Contract price Labor and Material Bond in the amount equal to one hundred percent ( 1 00%) of the Contract price Project questions or concerns to be responded to o Dedicated project hotlines and email will be available. o Staff and contractors will be provided with cards with SCWD contact information that they can share with neighbors. o Calls or emails made to project hotlines will be returned within 2 business days. Question Deadline 05/08/2024 All questions regarding the meaning or intent of the Contract Documents are to be submitted in writing via the online Question and Answers tab. Oral and other interpretations or clarifications will be without legal effect. No addenda will be issued within three (3) working days of the bid opening date Bids will be received for a single prime contract for the replacement of the existing On-Site Generation (OSG) system for Sodium Hypochlorite with a new one and all associated work.
