Contractor shall provide all labor, tools, materials, equipment, travel, and incidentals to remove and legally dispose of three (3) existing water pressure booster pumps and associated controls and install and maintain three (3) new water pressure booster pumps, compatible variable frequency drives (VFD), and controls to Caltrans, as described in this Agreement. The services shall be performed at the Caltrans District 8 Facility, Rosa Parks Memorial Building, located at 464 West 4th Street, San Bernardino, CA 92401, within San Bernardino County. Refer to the Proposed Form of Agreement, Exhibit A, which is attached to this IFB as Attachment 9 for a more complete description of services. Question Deadline: 01/08/2024, Questions regarding this IFB must be submitted in writing Bidders are encouraged to submit their written questions via e-mail to Angel.Cervantes.Jr@dot.ca.gov. The total bid proposal for this Agreement must not exceed $388,000.00. A bid amount more than $388,000.00 will be deemed non-responsive and will be rejected. Payment Bond (ADM-2009) Requirement: If the successful bidder's bid is $25,000 or more, the successful bidder shall furnish a Payment Bond for not less than 100 percent (100%) of the total amount payable by the terms of this Agreement. The Payment Bond is due prior to the start date of work. No work may commence without receipt of a valid Payment Bond. State General Prevailing Wage Rates will apply for the County(ies) of San Bernardino as described in the attached Proposed Form of Agreement (Attachment 9). This Agreement will commence on February 15, 2024, or upon approval by Caltrans, whichever is later, and no work shall begin before that time. This Agreement is of no effect unless approved by Caltrans. Contractor shall not receive payment for work performed prior to approval of the Agreement and before receipt of notice to proceed by Caltrans Contract Manager. This Agreement will expire on February 14, 2027. The services shall be provided during normal business hours Monday through Friday 6:00 a.m. to 4:00 p.m., excluding State holidays. The parties may amend this Agreement as permitted by law. As required by Executive Order S-02-06, the California Department of Transportation (Caltrans) is committed to meeting the State's twenty-five percent (25%) Small Business (SB) participation goal. Certified SBs, Micro Businesses (MB), SBs for the purpose of Public Works (SB-PW) and Contractors willing to commit to subcontracting a minimum of twenty-five percent (25%) of their net bid price to certified SBs, or MBs (if applicable) are encouraged to submit bids This Agreement requires Prevailing Wages if the total bid amount exceeds $15,000. If the total bid amount is under $15,000, then Prevailing Wage language will be removed prior to award. The General Prevailing Wage Rate Determinations applicable to the project are available and on file with the Caltrans Regional/District Labor Compliance Office. These wage rate determinations are made a specific part of this Agreement by reference pursuant to Labor Code Section 1773.2. The bidder who receives the Agreement award, must provide a Certificate of Insurance providing proof of insurance to the Division of Procurement and Contracts within 10 working days after the date of notification of award. The State's Office of Risk and Insurance Management will review insurance certificates and/or proof of self-insurance documentation before execution of the Agreement. Refer to the Proposed Form of Agreement, Exhibit E, (Attachment 9), for the applicable and specific Insurance requirements and coverage limits
