The Town of Marana seeks a qualified Contractor to implement a unified, modern building access control and surveillance system across all of its facilities. This project will replace outdated software and streamline security management. a. The system shall support the Town's existing credential readers, credentials, strikes, and requests to exits. This includes support to reuse our HID Wiegand readers and H10304 HID 37-bit Wiegand format with Facility Code credentials. Demonstrate how the proposed access control system will seamlessly integrate with our current hardware. Highlight compatibility features and potential upgrades needed. b. Controllers should have the ability to continue to process credential requests based upon a local cache database (not just a facility code) if they lose communication with the access control server. Once communication is resumed, credential reads shall be reconciled with the control system automatically. c. The Town desires a solution where controllers can be connected to a 4G or greater network connection (e.g., CradlePoint or similar solution) and have reasonable latency for credentials to authenticate to the control system. Please address in detail how this ability would be accomplished. Opening an inbound port on a firewall to allow access control software access to the Internet will only be considered an acceptable answer with additional mitigating cyber security controls in place. Owner Rights: The Town also reserves the right to award Building Access Control Services to separate Contractors, should that prove the most advantageous for the Town. Notwithstanding any other provision of this Request for Proposals, the Town expressly reserves the right to: 1) Waive any immaterial defect or informality; or 2) Reject any or all proposals, or portions thereof; or 3) Conduct finalist interviews; or 4) Negotiate with Contractors to reach Best and Final offers; or 5) Reissue a Request for Proposals.
