Deadline for questions May 17, 2024 PROJECT SCOPE The goal of this RFP is to provide experienced labor for the replacement of fifteen (15) Utility Feeder Poles. 2.1.1 The City of Commerce shall provide all materials, poles, and hardware necessary to complete the project. 2.1.2 The City of Commerce shall submit any required state and local permits. 2.1.3 The contractor must meet state mandated erosion controls within state right of way and any traffic control and signage as needed. 2.1.4 Verification of grounding equipment and any and all other safety and OSHA mandated safety regulations is required. 2.1.5 Bidders should inspect the site to ascertain the nature of the work and general conditions which could affect the cost and use of products. The City of Commerce will assume no responsibility for representations or understandings made by officers or employees unless included in this Request for bid. 2.1.6 The successful bidder shall provide details of operator qualifications for all employees that will be part of the installation or construction. The operator qualifications reports are required before any construction can begin. A copy of the successful bidder's drug and alcohol testing plan is also required along with the latest PHMSA Drug and Alcohol Testing Data. 2.1.7 A performance bond in the amount equal to 110% of the contracted amount will be required upon signing of contract. 2.1.8 The Electric Utility Director shall be the liaison and contact for all work, start and completion date, and any questions or issues that may arise. SCOPE OF WORK 2.2.1 The project consists of a total of fifteen (15) Electrical Feeder Poles. 2.2.2 The project consists of a total of Fifteen (15) Electrical Poles. Seven (7) 40' -3 class C poles and Eight (8) 45' -3 class C poles. 2.2.3 The construction assembly specifications of the poles are the following: 2.2.4 Standard configuration- A1, A2, A3, A4, A5, A6, C1F, and C1F/A5. 2.2.5 The contractor shall install the supplied new class C utility poles and needed hardware. 2.2.6 Transfer and/or replace where needed, all City if Commerce Electric items from old pole to new poles. 2.2.7 Any telecommunication material and items not owned by the City shall remain on the old pole. 2.2.8 The City will submit needed NJUNS ticket for these transfers. 2.2.9 The old pole shall be topped just above other lines and the cut piece discarded. 2.2.10 The contractor shall conduct a hot change over, except where necessary for said transformers.
