The Charlevoix Public School District (herein called OWNER) is soliciting competitive bids for the pulverizing and paving of the student parking lot on its middle high school campus at 5200 Marion Center Road, Charlevoix, MI 49720 Bids received after that time will be returned unopened. Envelopes shall be sealed and marked "Parking Lot Pulverize and Pave Project". All proposals shall be made in accordance with Bidding Documents. Work must be completed on or before August 15, 2024. A single lump sum bid is being requested for the complete project as outlined in the scope of work and attached specifications. Bid quotes are guaranteed for 90 calendar days. The Charlevoix Public School District reserves the right to accept or reject any or all bids, to waive any irregularities which it deems to be in the best interest of Charlevoix Public School District, and right to award the contract to other than the lowest bidder. AFFIDAVITS In compliance with MCL 380.1267, all bids shall be accompanied by a sworn statement disclosing any familial relationship that exists between the owner(s) or any employee of the bidder and any member of the Board of Education of the School District or the Superintendent of the School District. Also, a completed certification form as attached for compliance with the "Iran Economic Sanctions Act" is required with the bid proposal. The Board of Education shall not accept a bid that does not include the sworn and notarized disclosure statements. All bids must include a Bid Security for five percent (5%) of the bid amount payable to the Charlevoix Public Schools (CPS) in either the form of a certified bank check or bid bond. If awarded the Contract, the awarded bidder will be required to provide a Performance Bond and Payment Bond in the amount of 100% of the contract price. It is understood that the bid security shall be retained as liquidated damages, not as a penalty, by the CPS district if the bidder withdraws the bid after being awarded the Contract, fails to enter into a Contract for 3 performances in conformity with the provisions of the RFP or fails to furnish the required Performance and Payment Bonds within fourteen (14) days of receipt of Notice of Award. The Owner will have the right to retain the Bid Security of bidders to whom an award is being considered until either: a) The Contract has been executed and bonds have been furnished, b) The specified time has elapsed so that bids may be withdrawn, or c) All bids have been rejected. PERFORMANCE and PAYMENT BONDS Charlevoix Schools is soliciting bids for partial reconstruction of the High School Parking lot as follows: 1. Pulverize existing asphalt to limits designated by the owner. 2. Excavate the concrete collar around the structure, inspect the structure, and re-seal as necessary. Replace existing concrete with a 6" gravel base and 3" HMA paving. 3. Re-grade and compact pulverized base with a minimum 1% drainage plan. Remove any excess pulverized materials as needed. 4. Place new asphalt per the existing layout in two lifts as follows: 1. Leveling course - Tier 1 4EL with PG 58-28 oil and 3% air voids at 165#/syd. 2. Wearing course - Tier 1 5EL with PG 58-28 oil and 3% air voids at 165# / syd. 5. Provide pavement markings per the existing layout and color. 6. The contractor is to provide any required layout/staking. 7. The project to be completed according to MDOT 2020 specifications. 8. The owner may retain 3 rd party inspection and/or perform material sampling/testing as necessary. 9. Owners reserve the right to accept or reject any bids at their sole discretion.
