The City is experiencing dynamic growth in residential and commercial electric accounts. The City is seeking a qualified engineering firm to assist with the development of an electric system master plan (Master Plan). This assistance shall come in the form of various scenarios of load growth, alternative expansion options, and system reliability through the installation of substations, transmission, and underground and overhead distribution circuits. The method of Contractor Selection has not been Determined at this time. The City of Banning ("City") is seeking a qualified entity or individual ("Company") to provide the services listed in the Scope of Work. The City anticipates selecting one firm to perform the services. Proposals are requested from Companies that have a demonstrated ability to perform the tasks identified in this Request for Proposal ("RFP"). The City of Banning owns and operates its own electric utility. Originally established in 1913 as a private utility, the City of Banning purchased the Utility in 1922 and has been providing electric service to its residents since that time. Banning's energy resource base includes portions of nuclear, geothermal, solar, landfill gas-to-energy, and hydro generating plants, that provide the majority of electricity required to meet its summer peak demand of 51 MW. Through agreement with Southern California Edison Company, the Electric Utility's electric system utilizes Edison's sub-transmission system in bringing power from the California Independent System Operator ("CAISO") controlled high voltage transmission grid to the Electric Utility's distribution system at Banning Substation. The Electric Utility owns three 34.5kV sub-transmission circuits totaling approximately eighteen miles which feed each of the Electric Utility's six substations. These six substations have 27 circuits feeding approximately 147 miles of overhead and underground lines of 7,200/12,470 volts. Underground lines total approximately 63 miles or 43% of the total. The following table sets forth information concerning voltages, capacities, and circuits for the Electric System's six substations.
