The City of Virginia Beach, hereinafter referred to as the "City" is soliciting proposals for the lease of space upon various City buildings for the placement and operation of solar panels. Vendors shall submit a proposal for the design, build, own, operate, finance, and maintain solar installations. Notice: The City of Virginia Beach Does Not Discriminate Against Faith-based Organizations. The Virginia Beach City Council Has Adopted a 12% Goal for Minority Participation in City Contracts. Attention of Proposal's is directed to Section 2.2-4367-2.2-4377 Virginia Public Procurement Act(VPPA)(Ethics in Public Contracting). The City of Virginia Beach reserves the right to accept or reject any or all offers in whole or in part and to waive any informalities. The City reserves the right to enter into any contract deemed to be in its best interest. Deadline for Questions (EST) 5/20/2024 3:00 PM This Project will take place in two phases: Phase 1, the City is requesting, through this RFP, proposals for the lease of space for the placement and operation of solar panels. On Phase 2 the selected proposer will have to submit a "Bid for Solar" through a separate process that concludes with review and approval by the City Council in its legislative discretion. The interested proposer will submit a proposal for the work of designing, providing, installing, owning, and maintaining the solar photovoltaic systems. The City will purchase electricity produced by the photovoltaic system through a later Power Purchase Agreement. The scope of this project is all-inclusive and includes planning, engineering, labor, materials, delivery, installation, and commissioning, as well as all warranties and maintenance. This includes all structural and utility modifications that are required. The interested proposer shall include in its proposal all elements necessary for a turn-key project including rebate applications, grid connection agreement, all permits and approvals from governing agencies, and all labor, taxes, services, and equipment. Interested proposers shall apply for and obtain all necessary permits required by the City and all regulatory agencies including federal, state, and local jurisdictions. All fees shall be the responsibility of the applicant.
