Site work and paving for a mixed-use development in Wheeling, Illinois. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.

The Wheeling Park District will receive bids for the construction of a new (37) stall parking lot, as well as concrete pad and utilities for a Greenhouse at the Community Recreation Center in Wheeling, Illinois. The scope of work includes the following: site demolition, new asphalt parking lot, concrete curbs and sidewalks, concrete pad for Greenhouse, fencing, MEP for Greenhouse, site utilities, site lighting, site restoration, landscaping, and all other work as necessary to complete the project as described in the Bid Document. The Greenhouse will be purchased/installed by Owner. The Wheeling Park District ("Owner") expects to enter into an agreement with the successful bidder on or about June 5, 2024, with work to begin on or about June 17, 2024, with all work to be completed by August 30, 2024. In order to receive Addenda and any other communications regarding this Project, all Bidders must acknowledge receipt of the bid package by sending an electronic confirmation to lgarrow@wheelingparkdistrict.com. The District has no duty to send or otherwise notify a Bidder of any Addendum or other communications regarding this Project who has not complied with this requirement. The Park District shall in all cases determine the amount or quantity of the several kinds of Work which are to be paid for under this Contract, and shall decide all questions which may arise relative to the execution of the Contract on the part of the Contractor, and all estimates and decisions shall be final and conclusive. The Park District shall have the right to make alterations in the lines, grades, plans, forms, or dimensions of the Work herein contemplated either before or after the commencement of the Work. If such alterations diminish the quantity of the Work to be done, they shall not constitute a claim for damage or for anticipated profits on the work dispensed with, or if they increase the amount of Work,such increase shall be paid according to the quantity actually done and at the price or prices stipulated for such Work in the Contract. The Park District reserves the right to approve, an equal to or superior to product or equipment required under the Specifications, or to reject as not being an equal to or superior to the product or equipment required under the Specifications. If the Bidder is in doubt as to the interpretation of any part of the Bidding Documents or finds errors, discrepancies, or omissions from any part of the Contract Documents, he/she must submit a written request for the interpretation thereof not later than five (5) days prior to the opening of bids. If an error or omission is discovered after the bid opening, the Park District reserves the right to determine whether to require the submission of new bids. Such decisions are final and not subject to recourse. Errors and omissions made by the Bidder cannot be corrected after the bid opening. Question Deadline 05/24/2024 A bid bond, certified check, or cashier's check for not less than ten (10) percent of the total base bid amount will be required for each bid. The successful bidder shall be required to furnish satisfactory performance and labor & material payment bond(s) for the total contract amount. The successful bidder will also be required to enter into a legal contract with the Owner. This project is subject to payment of the prevailing wage rates. All bidders will be required to certify that they are in compliance with laws governing bid-rigging, bid rotation, equal opportunity employment, and sexual harassment. No bids may be withdrawn without written consent from the Owner. The Owner reserves the right to reject any and all bids, and to waive any formalities in the bidding process if, in its sole judgment, it shall deem it is in the best interest of the public or the Park District to do so. The Wheeling Park District encourages Minority and Women-Owned Businesses (M/WBE) to submit bids and for the successful contract bidders to utilize Minority and Women-Owned Businesses (M/WBE) as subcontractors for supplies, equipment, services, and construction.
