SCOPE OF WORK The specific items and any specifications that the Purchasing Agency is seeking are listed below. Items offered by the Vendor must meet or exceed the listed Specifications to be considered for award. Furnish materials, labor, supervision, equipment, and tools, Workman's Compensation, Public Liability, Property Damage and Products Insurance to perform all the work described herein: A. Inspect existing roof for damage and repair as needed prior to installing new roofing system. B. Obtain all necessary permits and licenses. C. Set up flagging lines at perimeter edges for safety purposes. D. Perform an infrared moisture survey to discover if there is any moisture inside the roofing system and an adhesion test on the membrane to ensure proper adhesion. E. Thoroughly pressure wash all areas to receive the new coating with water and rinse primer. F. Repair damaged flashings, loose seams, and correct any condition that may adversely affect the performance of the new coating system. G. Caulk all fastener heads, vents, etc. with better grade. H. Apply base coat with fabric reinforcement over seams. I. Install acrylic roof coating over the entire roof surface. J. Clean out of all gutters and seal all corners/joints of gutters to prevent leaks. Southeastern Community College (hereafter "the College" or "College") invites bids from licensed North Carolina contractors to furnish all necessary personnel, equipment and materials to upgrade the Cartrette Building and T Building roofs on the main campus. The purpose of this request is due to significant water leaks during all measures of rainfall. Each building currently has a metal roof and as a cost-effective alternative to roof replacement, this project will consist of applying a waterproof acrylic coating to the metal roof. CONTRACT TERM The Contract shall be issued upon acceptance of the vendor's bid. The work should commence within 30 days after a contract is executed. Work should be completed within 90 days after issuance date. Bids shall be submitted in accordance with the terms and conditions of this IFB and any addenda issued hereto. METHOD OF AWARD North Carolina G.S. 143-52 provides a general list of criteria the College shall use to award contracts, as supplemented by the additional criteria herein. The Goods or Services being procured shall dictate the application and order of criteria; however, all award decisions shall be in the College's best interest. All responsive bids will be reviewed, and an award or awards will be based on the responsive bid(s) offering the lowest price that meets the specifications provided herein, to include any required verifications set out here in such as but not limited to past performance, references, and financial documents. All qualified bids will be evaluated, and awards will be made to the Vendor(s) meeting the requirements and achieving the highest and best final evaluation based on the best value criteria described below.
