Response to all Questions and Requests for Information (RFIs) shall be issued ONLY by formal Addendum to this Solicitation and posted to HIePRO. [2] Bidders shall submit and upload their complete proposal document(s) to HIePRO prior to the posted Offer Due Date and Time. Proposals received after said due date and time shall not be considered. The scope of work consists of constructing a drainage culvert and headwalls; waterline relocation; following the project-specific construction environmental hazard management plan; installation of guardrail, guardrail end treatments, pavement markings and signing; cold planing, pavement overlay, trench restoration, grading, shoulder dressing, and re-grassing; installing and maintaining temporary erosion control measures and providing traffic control. The estimated cost of construction is between $1,000,000.00 and $2,000,000.00. All prospective bidders and/or their respective representatives are encouraged to attend, however, attendance is not mandatory. All information presented at the pre-bid conference shall be provided for clarification and information only. Any amendments to the solicitation shall be made by formal addendum and posted in HIePRO. All responses to RFI questions shall be provided for clarification and information only and issued by formal addendum. If there is a conflict between the solicitation and information stated in the pre-bid conference, the meeting minutes, and/or the responses to RFI questions, the solicitation shall govern and control, unless as amended by formal addendum. Failure to timely submit any required Agreement-To-Be-Bound Attachment A or any required Letter of Assent shall be cause for the State, in its sole discretion, to rescind the subject award and to award the project to the responsive and responsible bidder with the next lowest bid price for solicitations made under HRS 103D-302.
