The City of Homestead Solid Waste Department is requesting qualification statements from Architectural and Engineering firms (A/E) meeting the minimum qualifications as described in the RFQ. It is the City's intent to enter into an agreement with the most qualified Architecture and Engineering firm to provide a municipal transfer station project. The qualifications and selection of consultants shall be in accordance with Florida Statutes Section 287.055: the "Consultants' Competitive Negotiation Act." Funding for this project may include a grant from the American Rescue Plan Act of 2021 (ARPA). All procurement and contracting for these services shall follow state and federal regulations including 2 CFR, Part 200; 24 CFR Part 85; 24 CFR Part 570.489, 570.490, 570.502, 570.506, 570.508 & 570.509. The City has selected a property on which they want to construct a new transfer station to handle bulk and recyclables. The transfer station will be a convenient location where City residents can unload directly without having to drive to a landfill. Note that the transfer station will not cater to commercial customers. Other benefits include reducing the impact on roads and helping the City recover more materials. The facility site and transfer station will also include a drop-off area for various recyclables. The City currently offers a limited drop-off location for residents looking to dispose of bulky items. However, we recognize the need for improvement in this area. To better serve our community, we plan to establish multiple, weatherproof drop-off location. This will allow for faster and more convenient service to residents looking to dispose of their bulky items.
