The COB, located at 2251 N. Palafox Street in Pensacola, Florida, was damaged during the April 2014 rain event and soon after repaired. It also underwent an asbestos abatement to remove any contaminants during this time. In 2018, the County constructed a concrete retaining wall around the perimeter of the facility to prevent future flooding to the facility. Hurricane Sally made landfall near Gulf Shores, Alabama in September 2020, where the building suffered additional damages relating to flooding. Due to the extensive damages caused during this event, the County has opted to demolish the building instead of rebuilding or repairing it due to the geographic location of the building and danger of flooding in the future. This project will include removing all improvements, both above and below grade, and restoring the site to its natural vegetative state that will include sodding, shrubs, and fencing around the property. Demolition of the building shall include, but not be limited to, capping of all utilities at the right-of-way line, except those that run through the property from off-site locations, removing all concrete, including sidewalks and building footers, light poles and bases, asphalt, etc. After demolition, the site will be graded so rain water will be directed to the existing stormwater inlets on the property, sodding will be installed, along with a few shrubs and trees, and a new fence will be installed.
