SCOPE. Contractor shall furnish all labor, equipment, transportation, and materials necessary to furnish and deliver HVAC Filters to only one location in Seminole County - 205 W. County Home Road, Sanford, FL 32773 as needed. Multiple contractors will be awarded the agreement. Quotes will be provided by each contractor; the lowest price will be awarded the project. II. CONTRACTOR QUALIFICATIONS. A. Contractor shall hold a current occupational license and shall be qualified to supply products as described herein. B. The Contractor will be responsible for meeting all specifications as outlined herein and on the Bid Price Sheet. Failure to comply with these requirements may be cause for Bid rejection or award cancellation. III. REQUIREMENTS. A. Contractor shall provide new and unused HVAC Filters currently in production. The quality of all HVAC filters shall be first line. All products shall meet applicable national, federal, state, and local codes. All products shall be approved. Where item requires certifications by an independent organization, such as underwriters' laboratory, verification of such certifications must be furnished upon request. B. Air filters and filter media will be of the type designed for arresting particulate matter in air conditioning, heating, and ventilating systems used during the normal operation of existing equipment. C. Filters supplied will include: Commercial Grade, Disposable, Pleated, Extended Surface Area, Panel types for Furnace and Air Conditioner use; Commercial Grade, Mini-Pleat Panel; Commercial Grade Disposable Roll; Commercial Grade Disposable Auto Roll; and Disposable Rigid Cell Type. Sizes and sub-categories are listed on the price sheets. IV. APPLICABLE PUBLICATIONS (FILTERS, HVAC). The following publications (issue in effect on date of bid) shall form a part of this specification: A. Underwriters' Laboratories, Inc. (UL) Standard UL 900; Air Filter Units. (Application for copies should be addressed to Underwriters' Laboratories, Inc., 207 East Ohio Street, Chicago, Illinois 60611; 1285 Walt Whitman Road, Melville, L.I., New York 11746; or 1655 Scott Boulevard, Santa Clara, California 95050). B. American Society of Heating, Refrigeration, and Air-Conditioning Engineers (ASHRAE), Standard 52.2-2007 - Method of Testing General Ventilation Air-Cleaning Devices for Removal Efficiency by Particle Size. (Application for copies should be addressed to: ASHRAE, 1791 Tullie Circle, NE, Atlanta, GA 30329-2398). V. MEDIUM EFFICIENCY PLEATED DISPOSABLE TYPE. HIGH-CAPACITY AIR CONDITIONING FILTERS. A. Each filter shall be disposable, factory-assembled and consist of media and frame. The media shall be composed of a continuous synthetic and hydrophobic (non-water absorbing filter) fiber, thermally bonded and absent of any chemical binders. Filter media that contain acrylic resin binders are not acceptable. B. The media support grid shall be constructed of welded wire or expanded metal fabricated of a rust-proof material or treated to prevent the development of rust with a minimum effective open area of not less than 95 percent. C. The support grid shall be bonded to all interior surfaces of the frame with solvent-free water-based adhesive, to eliminate the possibility of media oscillation and media pull-away. The support grid shall also be formed into a wedge configuration to optimize use of the filter media. To assure accurate pleat alignment, die-cut diagonal frame members shall be bonded to the media pack upstream and downstream to eliminate the potential for air bypass. The filter frame shall be constructed of a 2-piece, minimum 24-point high wet-strength beverage board. Filter dimensions, regardless of thickness up to 25 nominal inches must have all corners flush and sealed tight without the use of tape or staples. Filters with at least one dimension greater than 25 nominal inches are permitted to use tape or staples. D. The filter shall be listed as Class 2 by Underwriters Laboratories, Inc. and provide written proof of UL listing for all thicknesses of pleated filters. E. Each filter shall have the name of the manufacturer, model number, nominal frame dimensions; and UL Class 2 number imprinted on the frames. F. Filters shall maintain a mechanical MERV 8 per ASHRAE Standard 52.2. G. All 1" thickness filters shall have a 14-16 pleats per linear foot of face area. H. All 2" thickness filters shall have a 14-16 pleats per linear foot of face area. I. All 4" thickness filters shall have a 10-12 pleats per linear foot of face area. VI. TEST REPORTS. A. The County may request the bidder to provide test reports in accordance with ASHRAE Standard 52.2. The test reports must be published by an ASHRAE-qualified independent testing laboratory using the 24 x 24" dimensions in all three nominal thicknesses 1", 2" and 4", in both high capacity, obtained from a sample purchased on the open market. The test data shall be current and published within the last three years. Submission of testing for just on size nominal thickness is not acceptable. B. The high capacity 1" thickness pleated panel, when tested must be terminated at 1" water gauge and have an initial pressure drop not to exceed 0.24" water gauge at a velocity rate of 297-300 feet per minute. C. The high capacity 2" thickness pleated panel, when tested must be terminated at 1" water gauge and have an initial pressure drop not to exceed 0.28" water gauge at a velocity rate of 492-500 feet per minute. D. The high capacity 4" thickness pleated panel, when tested must be terminated at 1" water gauge and have an initial pressure drop not to exceed 0.20" water gauge at a velocity rate of 492-500 feet per minute. VII. LABORATORY TESTING. Seminole County Government reserves the right to test any product received as a result of the award of this contract with an ASHRAE-qualified independent testing laboratory in order to have a full ASHRRAE 52.2 test conducted. VIII. BRAND NAME OR ALTERNATIVE. The use of the brand name specification is for the purpose of describing the standard of quality, performance and desired characteristics and is not intended to limit or restrict competition. A bidder offering an alternative product must demonstrate that the product conforms to the salient characteristics of the brand name product listed in the solicitation. The offered product must be truly equal to that requested or the product properly is rejected as nonconforming. Failure to provide such information may be grounds for rejection of the bid/offer without further review. The evaluation of the "or alternative" item will be made solely by Seminole County Government and the decision will be final. Award will be made to the responsible Bidder most responsive to the solicitation with the lowest overall bid which meets the specifications. IX. SAMPLES. Filter samples may be submitted with bid packet or within (24) hours upon request by Seminole County Government. Samples must be furnished free of charge, and will be returned, when requested, at the bidder's expense. Each sample provided must be clearly labeled with the bidder's name, manufacturer's brand name and product number, and bid number. Any Bidder that would like for their sample to be returned must include with their samples a prepaid return authorization shipping label. Seminole County Government will not pay or be billed for any charges associated with the return of filters to the bidder. All samples not requested to be returned shall be disposed by the County. There will not be a Pre-Proposal Conference for this IFB.
