Renovation of a municipal facility in Rock Island, Illinois. Completed plans call for the renovation of a municipal facility.
Each proposal shall include a letter of transmittal which bears the signature of an authorized representative of the firm and 3 copies. Proposals may be delivered by express mail, regular mail, or in person. Faxed or E-mailed proposals are not acceptable. The City of Rock Island will not be responsible for late mail deliveries and no proposals will be accepted if received after the time stipulated in this RFP. The City of Rock Island would like to completely upgrade the A/V system, including cameras, microphones, speakers, video displays, digital recording capabilities, and a voting system. Some other features would be a wireless presentation and the ability to broadcast meetings. The Chambers will be used for committee meetings, business meetings, training, webinars, and City Council meetings. A/V Equipment Upgrade: Five (5) 80" wall-mounted flat-panel displays. One in the conference room, one behind the Council dais, one on the east wall, and one on either side of the audience area. One (1) 52" in the lobby of Council chambers that will display content in the room, with any program source being able to be displayed on any projector or display. Four (4) 52" on the first floor with the same capabilities. Sixteen (16) high-quality full-range ceiling mounted loudspeakers. Eleven (11) voting discussion systems. Each voting discussion system will utilize a 22" touchscreen display on an adjustable stand for viewing content. All discussion systems will show the same content being presented, with each participant being able to select either the displayed content or their local content. Includes one (1) spare. Each voting discussion system will have the ability to vote on agenda items displayed on a unit. The Mayor, Clerk, and all voting discussion systems will have a nameplate that will dynamically change to the name of the participant who swipes their badge at the specific system location. This will allow for convenient seating arrangements for smaller meetings. The Director's tables will have six (6) movable/removable gooseneck microphones. The Mayor will have the ability to control the microphones of all participants by utilizing a request-to-speak queue system. Ability to display the vote results on either of the projections screens in addition to the voting discussion system. Pan, tilt, and zoom (PTZ) cameras will be used to capture the Council Members during the meeting. Additionally, a PTZ camera located at the front of the room will capture the presenter and the audience. All cameras must have remote pan/tilt/zoom capabilities with a minimum 20X optical zoom and must be of at least 1080p HD resolution. The cameras will switch to capture the talking participant or frame multiple participants if multiple participants are talking, and the cameras along with shared content can be recorded to a network share and streamed to a content delivery network such as YouTube. An Owner Furnished Computer (OFC) will be connected to the system for video conferencing through a web application (Google Meet). An HDMI connection will be at the Clerk's computer with the provided voting software, (1) for an OFC computer and (1) for the OFC video conferencing (Google Meet) computer. Wireless presentation capabilities to wall-mounted flat panel displays. A communication station with a built-in gooseneck microphone and speaker will be shared by the two participants seated at the presentation table. The podium will have a communication station with a gooseneck microphone. A two-channel wireless microphone receiver with a handheld transmitter will be used for alternative presentation away from the podium. The wireless microphones, remote antennas, communication stations, and program audio will connect to an audio digital signal processor (DSP). The output of the DSP will input program audio into the communication stations, provide audio for streaming and recording, connect to the OFC video conferencing computer for video conferencing through an OFC application, and connect to a two-channel power amplifier for audio playback in the Chambers through two zones of audio (Chambers seating area and audience) through recessed-ceiling loudspeakers. A tabletop touch screen located in the AV Room will control the audiovisual system, including powering on and off the flat-panel displays, selecting which program source is displayed on which screen, adjusting overall room volume, muting/unmuting audio, setting and recalling camera presets, and starting and stopping streaming/recording sessions. The entire system will be interconnected and secured with the City's IP Network for management and performance monitoring purposes. Five (5) tabletop/wall mount touch screens will control the audiovisual system, including powering on and off the flat-panel displays, selecting which program source is displayed on which screen and flat-panel display, adjusting overall room volume, muting/unmuting audio, setting and recalling camera presets, and starting and stopping streaming/recording sessions. A tabletop touch screen located at the Clerk's location will allow the Clerk to view either the projector's content, the voting PC, or the Clerk's PC on the Clerk's monitor.
