ARCHITECT-ENGINEERING (A-E) SERVICES AT LAUGHLIN AFB, TX. SUBJECT: Architect-Engineer design services Title I, Title II, and other architect-engineering services for design, to construct new facilities and infrastructure, repair, renovate, and/or restore existing facilities. These services will be used to fulfill requirements at Laughlin Air Force Base, Texas. See all attachments for full requirement details. For any questions contact: POC: Juanita Vasquez, Contracting Officer, (830) 298-4861, juanita.vasquez.3@us.af.mil, A1C Ruth Elias-Hernandez, Contracting Specialist, (830) 298-5495, ruth.elias_hernandez@us.af.mil (1) Task orders will be for A-E Services for Design and Engineering-related Title I, Title II and Other A-E Services for projects primarily involved in new construction, demolition, restoration, renovation, sustainment, and/or modernization for Department of Defense (DoD) facilities. Contractor will provide the necessary A-E Services to complete individual task order requirements. (2) Work may include developing statements or scopes of work or conceptual design for design-build projects or developing more extensive designs to be used in design-bid-build contracts. In a design-build project, the A-E will provide a 15% or 35% design package along with a detailed project Scope of Work for bidding by design-build contractors. In a design-bid-build project, the A-E will provide a 65%, 95%, or 100% design package along with a detailed Scope of Work for bidding. (3) Work may also include planning documents such as Charrette Reports. Charrette reports will include documents such as: cost estimate, 15% conceptual layout and drawing set, design considerations and recommendations, maps and siting information, meeting minutes, briefings and other information and requirements gathered, all tabs in support of the Department of Defense Form (DD Form) 1391; facility space and mission requirements analysis; facilitation of planning workshops, economic analysis, and parametric cost estimates, as well as the documentation and validation analysis leading up to a fully developed DD Form 1391 aligned with service department processes and protocols.
