Towson University (TU) seeks a qualified vendor to provide all necessary labor, supervision, tools, equipment, and material to maintain multiple planted green roofs as a preventative program to support TU stormwater permits, which includes maintenance of the following: 1. Plants, 2. Material bedding, 3. Associated constructed hardware as it relates to the green roof design e.g.- flashing, edging, drains, covers, etc. The period of the contract shall consist of one (1) base year from date of award with the University reserving the right to exercise at its sole option four (4) one-year renewal options. The total duration of the contract shall not exceed five (5) years. If exercised, prices for the option years shall be adjusted by the percentage change of the Consumer Price Index for All Urban Consumers (CPI-U) US City average, all items, as published by the Federal Government for the latest available twelve-month period at time of renewal. This solicitation will be conducted in accordance with the University System of Maryland's (USM) Procurement Policies and Procedures, Competitive Simplified Procurement. Award will be made to the responsible bidder who submits the responsive bid determined to be most advantageous to the University. Bidders are permitted to separate email attachments into multiple, clearly labeled, emails. The University reserves the right to reject any or all bids, award the contract in whole or in part, or to make no award, as its best interests may require. A payment bond is required for all construction contracts in excess of $100,000 in the amount equal to at least 100 percent of the contract price. The payment bond shall be delivered by the contractor to the State not later than the time the contract is executed. If a contractor fails to deliver the required payment bond, the contractor's bid shall be rejected, its bid security shall be enforced, and award of the contract shall be made to the next lowest responsive and responsible bidder. A performance bond is required for all construction contracts in excess of $100,000 in the amount equal to at least 100 percent of the contract price. The performance bond shall be delivered by the contractor to the University not later than the time the contract is executed. If a contractor fails to deliver the required performance bond, the contractor's bid shall be rejected, its bid security shall be enforced, and award of the contract may be made to the next lowest responsive and responsible bidder.
