2024 Road Program. Question Deadline 05/15/2024 at 4:00 PM ET Final questions are due no later than A final addendum will be issued by 4:00 p.m. on Thursday, May 16, 2024. Each proposal shall be accompanied by a Bid Bond in the required form, certified check, bank cashier's check, or other security acceptable, to the Owner in the amount of 10% of the total Base Bid. Bids will be effective for 60 calendar days from the Bid opening date except as permitted by law, and may not be withdrawn during this period. Bidders must Bid on all items listed on the Bid Form. The Contractor shall comply with the provisions of the Act of August 15, 1961 (P.L. 9 87), as amended, known as the "Pennsylvania Prevailing Wage Act" and the Regulations issued pursuant thereto by the Department of Labor and Industry. The Contractor shall include these requirements in all subcontracts for the project. Specific requirements for bidding are described in the Bidding Documents. Scope :- The Work will include, but will not necessarily be limited to, providing all equipment, materials, and labor to mill, scratch, and overlay approximately 34,000 SY, including approximately 2,740 SY of miscellaneous base repairs, on four (4) roads in East Allen Township. This Project is subject to the Federal Occupational Safety & Health Act of 1970 (OSHA) conditions. This Project is subject to Pennsylvania Act 287 of 1974, as amended by Act 172 of 1986, as amended by Act 38 of 1991, as amended by Act 187 of 1996. This project is subject to the Trade Practices Act of July 23, 1968, P.L. 686 (81 P.S. 773.101 et seq.) This Project is subject to the provisions of the Public Works Employment Verification Act, and Non-Discrimination and Equal Employment Opportunity regulations. This Contract is subject to Pennsylvania Human Relations Act 222 conditions. This Contract is subject to the non-discrimination in Employment/Contract Compliance Regulations Conditions. East Allen Township reserves the right at its option to waive any informalities, irregularities, defects, errors or omissions in any or all of Bids and to accept or reject any or all parts of the Bids which in its judgment is in the best interest of East Allen Township. DESCRIPTION OF WORK :- As indicated below and in Attachements 1-A. Contractor is to complete miscellaneous base repairs as directed by the Township, mill 1.5" depth and place scratch course and wearing course on four (4) township roads. Work also includes installing centerline pavement markings on Colony Drive and possible curb replacement if needed and directed by the Township. All material to be complete in place in conformance with PennDOT Pub. 408. The Contractor shall install or adjust risers, as necessary and cover all manhole covers, valve boxes, inlets, and any other utilities on all roadways. Covers shall be removed by the Contractor after roadway is completed. Contractor is repsonsible for maintenance and protection of traffic.
