The Cook County Department of Transportation and Highways is requesting Statements of Interest (SOIs), in providing Consultant Services to perform Preliminary Engineering Services and Preparation of Phase IStudy for the 1st Avenue and Union Pacific Railroad Grade Separation (CREATE GS12). It is the County's intent to award one (1) contract. The general scope of the project, prequalification requirements, and tentative schedule is described under Exhibit 1. The EC will score the SOI based on the following criteria: o Demonstration of understanding and approach of the project need (25%) o Relevancy of experience (25% for scope / 25% for complexity) o Key staff identified with noted availability (15%) o Qualifications of support staff and subconsultants (10%) This project includes the preparation of a full preliminary engineering and environmental (Phase I) study (through design approval) for a grade separation of 1st Avenue where it crosses the Union Pacific Railroad tracks located in the Village of Maywood (see location map below) along with preparation of land use and urban design recommendations for the neighborhood immediately surrounding the project for each alternative to be carried forward. The Phase I study shall be completed in accordance with the respective requirements from Cook County and the Illinois Department of Transportation (IDOT). It is currently anticipated that the Phase I study will follow either the Planning and Environmental Linkages (PEL) study or National Environmental Policy Act (NEPA) scoping process, as directed by IDOT and Federal Highway Administration (FHWA) in the early stages of the project. The Phase I study is federally funded by the Surface Transportation Program (STP) Shared funds and therefore, the selected consultant must perform these services in a manner which fulfills all criteria related to standards, codes, and procedures for federally funded projects. The County reserves the right to reject any and all submissions, to waive any informality in the submissions and, unless otherwise specified by the Submitter, to accept any item in the submissions. The County also reserves the right to accept or reject all or part of any submission, in any combination that is economically advantageous to Cook County. The method of Contractor Selection has not been Determined at this time
