Question Submission Deadline:May 17, 2024, 5:00pm The following Scope of Work outlines the process to prepare: Updated Citywide Design Standards for single-family projects and multi-family & residential mixed-use projects; Area-Specific Design Standards for multi-family & residential mixed-use projects; and Streetscape and Public Realm Standards for identified corridors / change areas. When responding to this RFP, the City requests that the consultant team share its approach to each of the following tasks. The City also invites respondents to provide suggestions for streamlining or improving the Scope of Work, and to identify additional or optional tasks that could benefit and improve this effort. Task 1. Project Kick-off & Management The consultant will prepare for and facilitate a project kickoff meeting with City staff. During this meeting, the consultant team and staff will discuss the project goals, key issues, expectations, project milestones/timeline, anticipated community engagement strategy, and deliverables. The consultant team will also schedule and facilitate regular online check-in meetings (biweekly or monthly, as needed) with the City project team, submit monthly progress reports and invoices, and provide a regularly-updated project schedule. Data Gathering & Review Task 2.1. Background Research The consultant team will conduct background research on, and develop an understanding of, the City's existing policies, regulations, and standards, including: Current Objective Design Standards, which are included in the Zoning Ordinance (see Chapter 20.135: Form-Based Zoning Districts and Chapter 20.310: Site and Building Design Standards); Policy documents including the Shape SSF General Plan and Lindenville Specific Plan (see Chapter 4: Design and Development Standards); Representative sets of project plans recently or currently under review for multi-unit and residential mixed-use development to illustrate how standards are currently being interpreted and applied during the permit review process; Existing architectural styles throughout the city to provide the basis for the new Design Standards; Design review processes (both at the staff level and with the Design Review Board) and outcomes; Active South City (Bicycle and Pedestrian Master Plan) and Appendix A: Design Guidelines; Public Works City Standard Details for Public Improvements; East of 101 Complete Streets Corridor Plans; Ongoing transportation studies for specific corridors; and Other documents and resources, as needed.
