Site work, paving and outdoor lighting for a mixed-use development in Cedar Rapids, Iowa. Completed plans call for site work for a transportation facility; for paving for a transportation facility; for outdoor lighting for a transportation facility; and water / sewer project.
The work generally consists of constructing a new taxiway and taxilane. Improvements include approximately 11,850 square yards of 8"-15.5" Portland Cement Concrete pavement, 19,750 square yards subgrade preparation, 19,750 square yards aggregate base course, 74,100 cubic yards of excavation, 18,250 cubic yards of topsoil. Other improvements include 11,600 square yards of cement treated permeable base course, 3,300 linear feet of subdrain installation, 3,100 linear feet of 15"-66" storm sewer, airfield pavement markings, airfield lighting, seeding, fertilizing, and mulching, erosion control, and traffic control. Prospective bidders are hereby advised that the quantities indicated herein are approximate and are subject to change per Section 40 of the General Provisions. The Cedar Rapids Airport Commission anticipates a Notice-to-Proceed, that is dependent on establishment of Federal Funding assistance and submittal and approval of the properly executed contract documents, to be issued October 7, 2024 and has established the following completion requirements: Phase 1: Complete by May 2, 2025 Phase 2: Early Start Date of 60 Calendar Days following Phase 1 completion; Phase 3: Complete within 60 Calendar Days Project Complete by October 1, 2025. Bid security in the amount of Five percent of the Bid must accompany each Bid in accordance with the Instructions to Bidders. The successful bidder shall be required to provide Performance and Payment Bonds, each in the amount of 100 percent of the Contract Price. Bid security and other bonds shall be provided on forms furnished by the Owner. Goals for minority participation for each trade: 1.7% Goals for female participation in each trade: 6.9% The contractor shall carry out applicable requirements of 49 CFR Part 26 in the award and administration of this DOT-assisted contracts. In accordance with 49 CFR Part 26.45, the sponsor has established a contract goal of 4.94 percent participation for small business concerns owned and controlled by certified socially and economically disadvantaged enterprise (DBE). The bidder shall make and document good faith efforts, as defined in Appendix A of 49 CFR Part 26, to meet this established goal. The Contractor is required to comply with wage and labor provisions and to pay minimum wages in accordance with the current schedule of wage rates established by the United States Department of Labor. The right is reserved, as the Cedar Rapids Airport Commission may require, to reject any and all bids, to waive any informality in the bids received, and to re-advertise. All questions must be received no later than 12:00 PM local time, May 17, 2024. Questions received after this date may not be answered.
