Site work and renovation of a mixed-use development in Laurinburg, North Carolina. Working plans call for the renovation of a two-story above grade multi-residential development; for site work for a multi-residential development; sidewalk / parking lot; and water / sewer project.
Per Addendum 1 - The Bid Date for this project has been postponed indefinitely. For the furnishing of labor, material and equipment entering into the Renovation of existing 2 story building located at 13021 X Way Rd, Laurinburg, North Carolina 28352. Scope of work will consist of: Site Drainage, Helical Piers, and Foundation Work 1. Provide all labor, materials and equipment required for renovation to existing historic building and site. Install new French drain around perimeter of house. Provide new helical piers at brick piers to prevent further settlement and raise the building as indicated. Adjust brick piers to true and plumb as feasible without damaging piers or surrounding improvements. Provide brick point-up and repairs. Provide brick pier repair/replacement in-kind of missing brick units and as indicated on Drawings. 2. Provide all labor, materials and equipment required to provide new site work associated with the building. 3. Provide all other work as shown on plans, in the Project Manual and as required by codes and the authority having jurisdiction. All work must be accomplished according to the secretary of the interior's standards and guidelines for archeology and historic preservation and the North Carolina office of state archeology's archeological investigation standards and guidelines (2017) under the supervision of staff of the North Carolina state historic preservation office (HPO) and the office of state archeology (OSA). This material was produced with assistance from the emergency supplemental historic preservation fund, administered by the national park service, department of the interior. Any opinions, findings, and conclusions or recommendations expressed in this material are those of the author(s) and do not necessarily reflect the views of the department of the interior. Archaeology Ground Disturbance Clauses: 1. Any ground-disturbing activities, including trenching, grading, and excavation, shall be performed only with the prior approval of the office of state archaeology (OSA). 2. All trenching, grading, and excavation that have the potential to disturb archaeological remains will be performed by a professional archaeologist under the direction of the office of state archaeology. 3. All excavations and findings shall be described in a technical report. All features and artifacts must be fully described and interpreted. Reports shall meet all professional standards and are subject to review and approval by the office of state archaeology 4. Excavation records and artifact collections must be properly stored and protected (curated) at a facility meeting standards established in 36 CFR 79 (national park service 1991). 5. Should there be any unanticipated discovery of archaeological resources, all work must be stopped immediately in the vicinity of the affected historic resource and take reasonable measures to avoid and minimize harm to the resource until the HPO, OSA, and sub-grantee or contractor have determined a suitable course of action within 15 calendar days. With the express permission of the HPO subgrantee or contractor may perform additional measures to secure the jobsite if the sub-grantee or contractor determines that unfinished work in the vicinity of the affected historic property would cause safety or security concerns. Stogner Architecture, PA does not warrant, nor guarantee the information made available and/or transmitted to Contractors by 3 rd party plan rooms and copy shops. Contractors may contact Stogner Architecture, PA directly to obtain project information and documents. All contractors are hereby notified that they must have proper license under the State laws governing their respective trades. Contractors are notified that Chapter 87, Article 1, General Statutes of North Carolina will be observed in receiving and awarding Contracts. Each proposal shall be accompanied by a cash deposit or a certified check drawn on some bank or trust company insured by the Federal Deposit Insurance Corporation, of an amount equal to not less than five percent (5%) of the proposal or in lieu thereof a bidder may offer a bid bond of five percent (5%) of the bid executed by a surety company licensed under the laws of North Carolina and individual sureties must be listed on US Treasury Circular Number 570 to execute the contract in accordance with the bid bond. Five Percent shall be based on the maximum bid price, ie: Base Bid plus Unit Prices plus All Add Alternates. Said deposit shall be retained by the Owner as liquidated damages in event of failure of the successful bidder to execute the contract within ten (10) days after the award or to give satisfactory surety as required by law. BID BOND NOT REQUIRED IF BID IS LESS THAN $250,000.00. A Performance Bond and a Payment Bond will be required for one hundred percent (100%) of the contract price. PERFORMANCE AND PAYMENT BOND NOT REQUIRED IF BID IS LESS THAN $250,000.00. Retainage shall be based on North Carolina State law. No bid may be withdrawn after the scheduled closing time for the receipt of bids for a period of Sixty (60) days. The Owner reserves the right to reject any or all bids and to waive informalities.
