Site work and paving for a sidewalk / parking lot in Reading, Pennsylvania. Completed plans call for site work for a sidewalk / parking lot; and for paving for a sidewalk / parking lot.
The project generally consists of reconstruction or construction of concrete curbs and ADA curb ramps at twelve intersections across the borough of Mount Penn. Forty ADA compliant ramps will be installed throughout the borough. The project generally consists of cutting and removing the existing sidewalk crossings, and properly in- stalling ADA compliant crossings as outlines in the PA DOT manual. All bidders must submit bid security in the amount of ten (10%) percent of the total bid submitted naming as payee or oblige, the Borough of Mount Penn, Berks County. Any BID received after the time and date specified will not be considered. No bid may be withdrawn for a period of sixty (60) days after the above specified date for receiving, opening, and reading of Bids, except as specifically provided by law. All Contracts exceeding $10,000.00 shall be performed in compliance with Executive Order 11246, entitled, Equal Employment Opportunity," as amended by Executive Order 11375 and as supplemented in Department of Labor regulations (41 CFR Part 60). In addition, all Contractors shall comply with the "Non-discrimination/Sexual Harassment Clause" as required by Pennsylvania Executive Order 2016-05. The successful bidder (Con- tractor) will be required to execute the Agreement and to furnish a "Performance Bond" and "Payment Bond" all on the respective forms provided in the Contract Documents. Upon completion of project construction, the successful bidder (Contractor) will be required to furnish a "Maintenance Bond" for 10% of the final construction cost. The Contractor will also be required to furnish evidence of insurance coverage as required by the Contract Documents. The wages paid on this project will be subject to the Pennsylvania Prevailing Wage Act approved August 15, 1961, P.L. 987 as amended and supplemented. The Pennsylvania Human Relations Act of 1955, P.L. 744, No. 222, as amended June 25, 1997, by Act 34 of 1997, 43 P.S. 951-963, shall apply to this contract. Attention is called to the fact that not less than the mini- mum salaries and wages as set forth in the contract documents must be paid on this project, and that employees and applicants for employment shall not be discriminated against because of their race, age, color, religion, sex, national origin, or handicap. The Bidder and all subcontractors must be qualified for the type of project work specified in order to bid the project, and prequalification's must be submitted by the Bid- der and all subcontractors. The qualification documentation listed in Article 3 in the Instructions to Bidders must be submitted with the bid. Bidders should refer to pro- visions of federal and state statutes, rules and regulations dealing with prevention of environmental pollution and the preservation of public, natural resources that affect the project. This Project will be financed by a Local Share Account Grant (LSA) from the Commonwealth of Pennsylvania, Commonwealth Financing Authority. The Borough of Mount Penn, Berks County, reserves the right to waive any informalities in, or to reject any or all bids, and to delete any item or portion of an item without affecting the bids on the remaining items or portion of items. Any BID may be withdrawn prior to the above scheduled time for the opening of BIDS or authorized postponement thereof. The award of the Contract and the issuance of Notice to Proceed shall be contingent upon the approval of the Performance Bond, Payment Bond, Agreement, and the Certificates of Insurance.
