The Council of the Village of Newtown shall authorize acceptance of the bid made by the responsible bidder who, in Councils judgment, offers the best and most responsive proposal to the Village, considering quality, A cashier s check or certified check issued by a responsible bank or trust company, and made payable to the order of the Owner, in the sum of at least ten percent (10%) of the Bid. It is the intent and requirements of the Owner that the proposed Work shall be installed and operational no later than SEPTEMBER 30, 2024.
