pre-qualifying contractors for the installation of new water service taps. It is the intention of the Owner to pre-qualify one or more contractors to install new water service 3/4 " taps for commercial, wholesale, industrial and residential customers throughout the distribution system as needed by the Collection and Distribution work area. Prequalified contractors shall be required to furnish supervision, administration, equipment, tools, apparatus, transportation, skills, and labor to provide these services. The Owner, at its discretion, will select a contractor from the list of prequalified contractors to perform services on an as needed basis. In its sole discretion, Spartanburg Water reserves the right to accept or reject any and all bids. It is the policy of Spartanburg Water that local Minority and Women Owned Enterprises, (MWBE's) shall be afforded the opportunity to participate fully in the overall procurement process of Spartanburg Water. Deadline for Bidder Questions May 14, 2024 The Owner anticipates selecting one or more qualified contractors to conduct water service tap installation of approximately 250 3/4 " water services. All material will be provided by Spartanburg Water. A Spartanburg Water staff member will assist and inspect the contractor during installation to ensure proper installation according to company specifications. This process is intended for the sole use and benefit of Spartanburg Water and their customers (whole sale, industrial, commercial and residential). It is the responsibility of the customer to connect to the ball valve located behind the new meter for service completion to their structure. Spartanburg Water personnel or contractor performing these task shall adhere to all Spartanburg Water safety rules, policies and procedures. New Distribution Service Connection Standard Operation Procedure can be found in Exhibit E as a reference. This process may be changed by Spartanburg Water at any time as deemed to be in the best interest of Spartanburg Water.: 1. Contractor(s) with all applicable local, state and federal requirements. Contractor(s) will be subject to any permits that may be required by local regulatory agencies. 2. Perform work and provide services in accordance with applicable SCDHEC regulations. 3. The contractor(s) must be able to repair water line leaks created as a result of their work as needed on site immediately. No used or rebuilt parts will be allowed. 4. Contractor(s) will be responsible for the restoration of excavation areas to the original or greater aesthetic appearance. 5. Contractor(s) shall submit a copy (either electronic or paper) of all installation reports/forms within 48 hours from the completion of the assigned installation. 6. Contractor(s) will be responsible for all necessary traffic control if needed in accordance with the Manual on Uniform Traffic Control Devices (MUTCD) guidelines. 7. All work shall be performed during Spartanburg Water scheduled work hours which are Monday-Friday, 7:30am-4:30pm EST. 8. Contractor(s) shall follow all of Spartanburg Water operational and safety policies. 9. Contractor(s) will be held responsible for any damage done to the Spartanburg Water infrastructure and to any third party personal property 10. Contractor(s) will be responsible for completing the Installation Worksheet found in Exhibit C. The purpose of this document is to describe the process and documentation for installing new water services/connections for customers located inside Spartanburg Water Distribution System. Clear documentation of service order and 811 locates is essential to establishing accountability and due diligence on the part of the New Connections and the C/D Staff as well as to support defensibility of their actions. The completed service order by the Team Leader and correct locate confirmations are key pieces of documentation or evidence in the event of a quality question or litigation by the customer or other utility or entity
