The City of Charleston's Traffic and Transportation Department is interested in implementing a Utility Pole Inspection Program whereby the successful qualified firm would work with the department on establishing system wide pole integrity and treatment processes and GPS Data Collection for pole locations. The City retains the right to determine how many poles are inspected and GPS located. While the City will inspect all poles, the City will not pay for treatment of all poles. There are some joint usage poles; therefore, treatment of poles will be paid accordingly. The City will budget for an estimated 2800 poles per year. This program will span several years and the winning firm should submit a multi-year plans for budgeting purposes. 1. Pole testing and subsequent treatment if necessary. 2. Develop and electronic database that is Access compatible. 3. Electronic database that includes all pole information such as class, type, size, etc. along with joint use and code violation information. 4. An electronic prioritized list for all needed repairs and replacements. 5. Map pole locations and put in ESRI shape file format coordinate system (NAD1983 State Plane FIPS 3900ft.). Owner Rights: The City reserves the right to accept or reject any, all or any part of any proposal received as a result of this Solicitation, or to cancel in part or in its entirety this Solicitation if it is in the best interest of the City to do so. The City shall be the sole judge as to whether proposals submitted meet all requirements contained in this solicitation. All questions shall be in writing and addressed to: Robin B. The City has established goals for both Minority Business Enterprises (MBE) and Women Business Enterprises (WBE). An MBE is a small business owned and controlled by a minority. A WBE is a small business owned and controlled by a woman. The minority or woman must own fifty-one percent (51%) of the business and they must control the management and daily operations of the business in order to qualify. Charleston City Council has adopted a policy setting 20% MWBE participation as the goal for this project. In order to meet this goal, the MBE/WBE subcontractors must have a Certificate of Eligibility on file with the City's Minority Business Enterprise Office or a reciprocal certification at the time of execution of the contract. All bidders must document the extent of their effort to meet this goal by completing the MWBE Compliance Affidavits below.
