RECS Project #02HC0045 - RFP for Landscape Architecture, Architecture, Electrical Engineering, Structural and Civil Engineering services to design landscape rehabilitation improvements at the Minnesota History Center, St. Paul, MN. See attached RFP for additional details. Questions are due: Thursday, May 23, 2024 at 3:00 p.m. CT RECS will provide answers by: Wednesday, May 29, 2024 by 3:00 p.m. CT The goal of this RFP is to enter into a contract to obtain services with the best value responder. The State has the right to cancel this solicitation if it is considered to be in its best interest. The following will be considered on a pass/fail basis: 1. Prime Firm must attend the Mandatory Site Visit Meeting specified in this solicitation 2. Proposals must be received in SWIFT on or before the due date and time specified in this solicitation. 3. Proposals must include Exhibit B (as a separately attached document). 4. Proposals must include Exhibit C (as a separately attached document). 1 Project Scope a. Provide improvements and recommendations to increase safety, accessibility and security for both visitors and employees. b. Propose sensitive demolition and disposal plan for Minnesota Profiles in collaboration with MNHS and artist c. Perform tree and ornamentals inventory and condition assessment identifying opportunities for intervention, biodiversity, removals, or additions d. Perform site-wide assessment and repair for sidewalk, curbs and retaining walls e. Review site irrigation and programming. Develop conservation efforts and repair/replacement plan as needed f. Re-envision the landscaping at the Kellogg Boulevard vehicle main entry to create a welcoming and inclusive experience g. Update signage for vehicles and pedestrians to indicate paths of travel h. Develop alternative mulch and planting plant for parking lot islands and employee parking lot entry i. Design seating and planting area near employee only entrance j. Determine new space use for "Birch Island" to include flagpole installation with accent lighting for flagpole k. Update "monument" sign and planting area at corner of Kellogg and John Ireland l. Design fencing solution on terrace and upper lawn near I 35E and I 94 Overpasses m. Remove existing yews at northside of building and provide landscape design for replacement for improved sight lines n. Develop landscape planting and maintenance standards for property in collaboration with FMD grounds team focused on: i. Resilient, diverse and drought tolerant plants maintaining museum quality aesthetic ii. Reducing labor intensive maintenance o. Provide alternate design options for rooftop outside library near existing yews p. Provide alternate solutions for "heat island" effects in parking lot q. Provide plan minimizing disruption to normal business operations and outdoor use during construction r. Note: Project does not include: i. Sidewalk and street lighting ii. Bituminous surfaces, except at disturbed areas iii. Surveillance equipment iv. Building signage or lighting v. Staff patio 1.2 Project Budgeted/Cost of Construction: To be determined at the completion of design 1.3 Project Schedule: a. Contract Award Late-June 2024/Early July 2024 b. Design Kickoff Meeting - July 2024 c. Schematic Design - Late-August 2024/Early September 2024 d. Design Development October 2024 e. Construction Documents Late December 2024 to Mid-January 2025 f. RECS-OSP Contracting Early-February 2025 g. Award April 2025 h. Construction Commencement June 2025 i. Substantial Completion Fall 2025 1.4 Required design disciplines: Landscape Architecture, Architectural, Electrical, Structural, and Civil Engineering 1.5 Required specialty design disciplines: Landscape Architect, Civil Engineer 1.6 Existing infrastructure systems: N/A 1.7 Anticipated Consultant Fees. Submit Exhibit B- Fee Proposal 1.8 Project Delivery Mode: Design/Bid Build Single Prime The State of Minnesota is requesting proposal(s) for Landscape Architecture, Architecture, Electrical Engineering, Structural and Civil Engineering services to design landscape rehabilitation improvements at the Minnesota History Center (MHC), St. Paul, MN. Responders should only rely on information in this solicitation when responding to this RFP. Pre-registration for Mandatory Site Visit Meeting deadline: Friday, May 17, 2024.
