The City of Amsterdam will be undertaking up to ten (10) owner-occupied units that will be rehabilitated and brought up to code. a. Radon Testing b. Lead Based Paint Risk Assessment i. Lead Clearance c. Asbestos Survey The contractor shall provide all necessary facilities, materials, supplies equipment, supervision and personnel and other items and services to perform the required evaluations in this RFP. These services must be in accordance with applicable work practice and reporting standards of federal, state, and local jurisdictions as applicable. Contractor/firm qualified to perform lead-based paint testing, asbestos testing services, and radon testing services in compliance with state or federally funded community development programs. On 11/13/2023, the City of Amsterdam was awarded grant funding of $500,000 through The New York State HOME Program. This funding will be utilized for the rehabilitation of ten (10) owner-occupied units to bring them up to code. The New York State HOME Program is administered by the New York State Housing Trust Fund Corporation (HTFC) and uses federally allocated HOME Investment Partnership Program funds to expand the supply of decent, safe, and affordable housing within the State. The NYS HOME Program funds activities to rehabilitate housing and provide assistance to low-income homeowners through partnerships with counties, towns, cities, villages, private developers, and community-based non-profit housing organizations. Contract term: 1 year The purpose of this request for proposals is the procurement of services in relation to this housing rehabilitation program that will provide assistance to income eligible residents of Amsterdam.
