Question Cuttoff Date & Time 5/21/2024 02:00:00 PM (ET) Deliveries shall be F.O.B Destination The Iowa DOT is seeking competitive bids from qualified vendors for Statewide Sand for Ice Control deliveries for FY25. Bidders are required to provide FOB destination pricing per ton for all individual locations listed on the lines. Contract Quantities Quantities listed are estimates only. Actual purchases may vary considerably based on actual needs throughout the contract period. Award Award will be made by line item. It is the intent of the Iowa DOT to award the contract to the responsible bidder whose submitted quotation is the most advantageous to the Iowa DOT, cost and other factors considered. Other factors include, but are not limited to: meeting or exceeding mandatory requirements, proposed staffing, and meeting required time schedule. Communication: Until a contract is awarded the sole point of contact for the solicitation is the Purchasing Agent identified in the solicitation. All questions must be directed solely to the Purchasing Agent listed in the bid opportunity. We encourage vendor to upload all questions on or before the question cut off due date and time in site. Responses to questions will be communicated out to vendors via site. Bid Responses shall be submitted within site or signed and prepared in ink or typewritten in the solicitation documents provided. Telephonic, email or facsimile responses shall not be considered. Purchase Orders Purchase orders will be issued for items as needed throughout the contract period. Delivery Requirements The material shall be delivered to the Iowa DOT destination(s) between 7:30 a.m. - 3:30 p.m. and on normal working days Monday through Friday. Dumped (Delivered) Material shall be delivered to the site and dumped where directed by the Garage Supervisor. DOT Maintenance forces will construct stockpile. This is reference to the term Delivered in the Line-item description. Delivery Period Delivery period of each order shall be within 10 working days. If within 15 days the product is not available, the Iowa DOT has the right to purchase the material from another source. Load Tickets Information on delivery tickets must include product gross, tare and net weights, delivery location, and product and vendor information. All delivery tickets must have a weight stamp from a certified scale facility with stamped or mechanically printed weights. No hand-written weights on scale tickets will be accepted. The Iowa DOT reserves the right to weigh any truckload locally or by portable scale to confirm accurate ticket weights. Carriers must ensure an Iowa DOT employee has legibly signed and dated all delivery tickets. Carriers must leave a copy of the delivery ticket with the garage staff. Any loads delivered without properly signed delivery tickets risk non-payment. Contract Period The contract period will be from July 1, 2024 through June 30, 2025. Contract Renewal The Contractor will be awarded a one (1) year contract with an option to renew for five (5) additional years in twelve (12) month increments. The Iowa DOT reserves the right to adjust the estimated tons of sand at the beginning of each renewal year. Interested parties may join the virtual Bid Opening on May 28, 2024.
