Summary Statement 2.1.1 The Maryland Department of General Services (DGS or the "Department") is issuing this Request for Proposals (RFP) in order to obtain professional services to provide the Design of the Infrastructure improvements at Garret County State Park 2.1.2 Consultants retained by the State to assist with the drafting of the solicitation or assisting in the selection for award are prohibited from submitting a proposal or assisting another in submitting a proposal for the subject solicitation or working for the selected awardee for a period of time. Participation in this procurement solicitation must comply with MD State Fin & Pro Code 13- 212.1and COMAR 21.05.08.08 relating to Conflicts of Interest. 2.1.3 It is the State's intention to obtain goods and services, as specified in this RFP, from a Contract between the selected Offeror and the State. 2.1.4 The Department intends to make a single award as a result of this RFP. See RFP Section 4.10 Award Basis for more Contract award information. 2.1.5 An Offeror, either directly or through its subcontractor(s), must be able to provide all goods and services and meet all of the requirements requested in this solicitation and the successful Offeror (the Contractor) shall remain responsible for Contract performance regardless of subcontractor participation in the work. 2.1.6 Maryland State and local entities as defined in Finance and Procurement 13-110(a)(5)(i) and not-forprofit entities within the State of Maryland may NOT purchase from the Contractor goods or services covered by the Contract at the same prices chargeable to the State. 2.2 Background and Purpose The Potomac-Garrett State Forests situated in southwestern Garrett County in Western Maryland have the distinction of being the birthplace of forestry conservation in Maryland. The generous donation of 1,917 acres by the Garrett Brothers in 1906 not only serves as the foundation of the Garrett State Forest but is also the root of both Maryland's present Public Lands system and Forest Service. Mountain forests, streams and valleys make up nearly 19,000 acres of this State Forest. The forest cover is predominantly a second growth mixed hardwood forest dominated by mixed oaks, sugar and red maples, black cherry, basswood, ash, and birch. The geography of this area provides for a wide range of growing conditions from the harsh, wind and ice swept ridge tops of Backbone Mountain to the deep rich slopes above the North Branch of the Potomac River. Much of the State Forest lands contain excellent quality hardwoods. Potomac-Garrett State Forest has been intensively managed over the past nine decades. Forest harvest and grooming operations are undertaken to thin overstocked stands, to effectively deal with public safety concerns, to harvest mature, diseased/dying trees, to improve habitat for certain wildlife species, to assist and provide for certain research needs, to address aesthetic concerns and to increase the proportion of age/height diversity of forested stands. Project Information: The Goals of the Forest Service Can Only Be Achieved by Safe and Reliable Access. In Fact, Their National Accreditation for Sustainable Harvesting Depends Upon This Access. Additionally, There Are Numerous Amenities and Recreation Opportunities Supported by This Infrastructure. This Project Will Focus on the Following Roadways Located Within the State Forest. Wallman Road - 4.0 Miles o 4 Primitive Camp Sites, 1 Group Site, 1 Shelter Site. o Vault Toilet o Access to the Potomac River, Fishing, Hunting, Hiking, Biking, Cross Country Skiing, Snowmobiling. o Loop Road Disabled Hunter Access. o 3,737 + Vehicles Access the Road Annually, Equating to Approximately 3,737 - 12,000 + Visitors. Snaggy Mountain Road - 3.8 Miles o 7 Primitive Camp Sites, 1 Group Site, 1 Shelter Site. o Vault Toilet. o Access to Hunting, Hiking/biking Trails, Herrington Lake. o 6,500 + Vehicles Access the Road Annually, Equating to Approximately 6,500 -20,000 + Visitors. Lostland Run Road - 3.0 Miles o 3 Primitive Camp Sites, 1 Group Site, 1 Shelter Site. o Vault Toilet. o Access to the Potomac River, Scenic Overlook, Fishing, Hunting, Hiking, Biking, Cross Country Skiing. o 3,000 + Vehicles Access the Road Annually, Equating to Approximately 3,000 -10,000 + Visitors. 2.4 Project Purpose The Purpose of This Project is to Provide the Public With Safe Access for Recreation and Enjoyment Of Forest Lands; While Simultaneously Maintaining a Nationally Accredited Forest Management Plan. The Projects Outlined Within Will Maintain and Enhance Public Access and Support Continued Forest Accreditation. Questions Due Date and Time Friday, May 24, 2024, by 4:00 PM Local Time All questions, including concerns regarding any applicable MBE or VSBE participation goals, shall identify in the subject line the Solicitation Number and Title and shall be submitted in writing via e-mail to the Procurement Officer no later than the date and time specified the Key Information Summary Sheet. The Procurement Officer, based on the availability of time to research and communicate an answer, shall decide whether an answer can be given before the Proposal due date. Contract Duration: 24 months Design/Construction Documents, 4 months. Bidding, 24 months Construction, 24 months limited participation (Warranty) for a total of 76 months.
