Rural Roads Implementation (Supplemental Phase I and Phase III) From interested Soil and Water Conservation Districts in the Lake Champlain Watershed to provide services to the NYS Department of Agriculture and Markets to administer a Rural Road Implementation Program in the Lake Champlain Watershed. Services must result in the implementation of rural road erosion control projects. Eligible applicants are Franklin, Clinton, Essex, Warren and Washington County Soil and Water Conservation Districts (SWCDs) who will be referred to as the "Project Sponsor" for the funding. The NYS Department of Agriculture and Markets is seeking services from one of the eligible County SWCDs to provide administrative and technical services that result in the planning and implementation of rural road erosion control projects. Roadside erosion is a highly recognized source of sedimentation throughout the Lake Champlain Basin. VTDEC data demonstrates unpaved road runoff is one of the largest phosphorus sources per acre on the Vermont side of the basin and road-related projects are among the most cost-effective actions to address loading from developed lands. Availability of funding for this program is from Fiscal Year 2022-2023 Budget, which includes an appropriation for this purpose.
