Construction of Predator-exclusion Fences for Rare Snails. The successful bidder will enter into a Fixed Price Contract with the State for the line item prices identified by this solicitation. To complete the contract the contractor will be required to submit two (2) bonds, a performance bond and labor and material payment bond for 100% of the project costs. Once the contract has been signed, the bonds received, and the funds encumbered, the state will issue a written Notice to Proceed. Once the written Notice to Proceed has been issued, work may commence. The term of the contract will be for 12 months from the date on the Notice to Proceed. Summary of Work: Hawaiian terrestrial snails are quickly going extinct due to depredation by introduced predators including rats, Jackson's chameleons, and the rosy wolf snail. Currently, the only reliable way to protect populations in the field is to construct predator exclusion fences. This project includes constructing three small fence units at three remote sites near the summit in the Northern Ko`olau Mountains on O`ahu. Total fence length of all three units combined is approximately 800 ft. in length. Description The Division of Forestry and Wildlife is seeking bids for the CONSTRUCTION OF PREDATOR-EXCLUSION FENCES FOR RARE SNAILS IN THE NORTHERN KOOLAU, OAHU. Stated Delivery Point is Administration Office. Please see Attachments for construction locations and specification. The successful bidder will enter into a contract with the State of Hawaii. Vendors must bid on all Line Items to qualify for selection. Vendors must be HCE compliant to qualify for selection. Bidder shall provide Bid Security in acceptable form pursuant to HRS 103D-323 and HAR 3-122-222. Bid Security must be submitted BERORE Offer Due Date & Time. The state will respond to questions in writing. Responses to inquires will be posted on HIePRO as an addendum. Written inquires received after the specified date may be responded to at the discretion of the state Opae`ula fence site 1- The `Opae`ula project area is located within the `Opae`ula watershed in TMK 63001001, see figure 1. Fence site location in DMS: 2133'08.9"N 15755'46.1"W. The nearest landing zone (LZ) is adjacent to the fence site. This LZ is called "Lilikoi" and at the following coordinates: 21 33' 08.91362009" N,157 55' 44.87731456" W. The closest cabin is a 1-hour hike towards the summit with an LZ adjacent at: 21 33' 17.324" N, 157 55' 34.122" W. If cloud cover is low and the helicopter cannot safely land at either of these landing zones, there are lower elevation landing zones along the Peahinaia trail. Kaluanui fence site 2The Kaluanui project area is located within the Kaluanui Natural Area Reserve (NAR) TMK 53011009, see figure 2. Fence site location in DMS: 2133'34.7"N 15755'00.2"W. The nearest LZ is adjacent to the fence site, called "Lower Bowl" and at the following coordinates: 21 33' 33.177" N, 157 55' 0.221" W. The closest weather-port (shelter) is a three-hour hike northeast along existing fence line, then north along a portion of the Castle trail. It is advised that the crew tent camp adjacent to the site on the LZ as the hike to and from the weather-port is steep and overgrown. If the helicopter is unable to land at Lower Bowl LZ it is advised the crew hike to the weather-port where there is a neighboring LZ at a lower elevation that is typically more accessible to helicopters.Kawainui fence site 3The Kawainui project area is located within the Kawainui watershed at TMK 63001001, see figure 3. Fence site location in DMS: 2134'36.7"N 1576'29.6"W. The nearest LZ is just leeward of the fence site. Called "Mesa" and at the following coordinates: 21 34' 34.91558431" N, 157 56' 30.61796800" W. The summit trail is a 20-minute hike away from the fence site. The closest cabin is a one-and-a-half-hour hike north along the Ko`olau summit trail. It would take around nine hours to hike back to vehicles at the Poamoho Road Connex. From the fence site, crew can hike towards the summit, connect to the Ko`olau summit trail and hike south to connect to Poamoho trail. It is also possible to hike north on the Ko`olau summit trail to the Laie summit trail that terminates in Laie at the back of Po'oha'ili Street. This route would take between 5-6 hours.
