Landfill Gas Beneficial Reuse Project The UPPJ reserves the right to reject any and/or all statements, to waive informalities in any and/or all procedures, and to award the Contract in the best interest of the Parish. Question Deadline May 16, 2024 reas 1 to 6: The Facility's Leachate Collection Lines consists of 6" diameter perforated PVC pipes embedded in gravel installed just above the cell bottom's geomembrane liner. Cleanout access at each leachate collection line intersection is provided by 4' (48") diameter concrete "manhole" vertical risers which extend vertically to the top of waste/cover. The concrete risers are extended vertically by the Facility as waste filling progressesto maintain above-grade access. There are 44 concrete risers. Although the previous consultant referred to these structures as "manholes", entry into the concrete structures or work near gas escaping from these structures is extremely hazardous and absolutely forbidden by the UPPJ. The UPPJ will work the with Contractorto develop a plan to seal these concrete risers (to minimize/prevent Landfill Gas exfiltration and atmospheric air infiltration), and to tie the concrete risers into the GCCS if so desired by the Contractor. See Attachment F - Part I - Figure 3 and Attachment F - Part II for more information.
