The purpose of this Invitation for Bid (IFB) is to solicit bids to furnish/provide bituminous concrete (asphalt), on an 'as needed' basis to the City's Public Works and Waterworks Departments. The City of Newport News is looking to enter into a contract with one or more qualified Contractor(s) to provide these products. Contractor shall provide bituminous concrete (asphalt) that meets the following specifications: A. The bituminous concrete (asphalt) shall consist of a combination of mineral aggregate and asphalt material, mechanically mixed in a plant specifically designed for such a purpose. An Equivalent Single-Axle Load (ESAL) and SUPERPAVE mix type may be specified as one of the types listed as follows:Mix TypeESAL Range (millions)Asphalt Performance Grade (PG)Aggregate Nominal Maximum SizeSM-9.5A 0 to 364-223/8 inchIM-19.0ALess than 1064-22 3/4 inchBM-25-0AAll ranges64-221 inch B. Nominal maximum size is defined as one sieve size larger than the first sieve to retain more than 10% aggregate. C. Bituminous Concrete shall be in line with the Road and Bridge Specifications of the Virginia Department of Transportation (VDOT). D. The City will use City vehicles to pick up products. No delivery service is required. Bidders' facilities shall possess appropriate loading accommodations where City trucks may be conveniently loaded without encumbrances. E. Bidders shall have a plant/facility where the City can pick up material located within Newport News, Hampton, York County, or Williamsburg Question Submission Deadline May 21, 2024, 1:00pm, Questions regarding this Invitation for Bid (IFB) must be submitted in writing through online. Award will be made to the lowest responsive and responsible Bidder (reference Method of Award provision contained herein). The ability, capacity, skill, character, integrity, reputation, judgement, experience, efficiency, ability to perform within the time specified, quality of performance of previous contracts, financial resources, suitability of goods or services to particular purpose and future maintenance and service and any exceptions noted will be taken into consideration in making an award. The City reserves the right to waive any informality if it is determined to be in the best interest of the City. There is not a pre-bid conference scheduled for this project.
