The City of Elk Grove (City) is accepting statements of qualifications (SOQs) from qualified Consultants (Consultant(s)) for On-Call Architectural/Engineering Services in accordance with the included specifications, terms, and conditions shown in this Request for Qualifications (RFQ). From this solicitation, the City could select a list of firms to provide on-call Architectural/Engineering Professional Services and enter into agreements with these firms to provide these on-call services as deemed necessary by the City. Prospective respondents are advised to carefully read this information over prior to submitting a SOQ. The primary scope of services for this Contract shall be to provide on-call Architectural/Engineering professional services to the City's Capital Program Manager on grouped projects and individual tasks. All work to be performed shall be executed via Task Orders. Services Services Supporting the Capital Program Manager The City's Department of Public Works, Capital Program Division is responsible for programming and delivery of the City's Capital Improvement Program. Ensuring timely delivery of quality projects as budgeted and the pursuit of other funding resources are critical activities in this Division. The following major activities are examples of those services that may be provided by the selected consultants under this Contract. Civil Engineering Design Bridge Engineering Structural Engineering Architectural Design Services Mechanical, Electrical, or Plumbing Services Landscape Architectural Design Services Electrical Engineering Surveys and Right-of Way Mapping Services Geotechnical Engineering and Materials Testing Right of Way Engineering Project Cost Estimating Other Services The City intends to execute at least two separate contracts from this solicitation: Contract 1 - This Contract will be for Federal/State funded Architectural/Engineering services. The Disadvantaged Business Enterprise (DBE) goal for this contract is 22%. Contract 2 - This Contract will be for all other Non-Federal/State funded Architectural/Engineering services. Consultants may submit SOQs for one or both Contract(s). Each SOQ shall clearly describe what Contract and or services they are responsive to. Consultants are also advised to read the entirety of this RFQ carefully prior to submitting an SOQ. The City would prefer selected consultants be awarded both local and federal contracts. Upon receipt of this proposal, send an email to the contact's name below to acknowledge the Consultant interest and providing a contact name and email for any communications during the RFQ process. As an alternative to written SOQs, statements of qualifications may be submitted electronically in pdf form, and emailed to City Clerk Jason Lindgren at jlindgren@elkgrovecity.org, with a copy to Travis Kuhn, Senior Civil Engineer, tkuhn@elkgrovecity.org , prior to the deadline. Submittals in pdf format must be fully ADA compliant. Large files may be sent using a cloud-based system such as Dropbox. Consultants shall be responsible for ensuring that SOQs submitted electronically are received by the City Clerk prior to the deadline. SOQs that are not received prior to the deadline shall not be considered by the City, even if the late submission is due to a technical or other error, including, without limitation, the City's inability to open or access the electronic file. If the proposing Consultant does not receive confirmation from the City Clerk that the SOQ has been received, Consultant should assume the transmission failed and either resubmit or arrange for another method of delivery. Consultants are also encouraged to contact the City Clerk to confirm receipt of their SOQ prior to the deadline. SOQs shall not be accepted by fax. Such contact shall be for clarification purposes only. The City must receive all questions no later than May 21st, 2024. Material changes, if any, to the scope of services or SOQ procedures shall only be transmitted by written addendum and posted electronically. Addendums and answers to submitted questions will be available via electronically. SOQ's arriving after the specified date and time shall not be considered, nor shall late SOQ's be opened. Each Consultant assumes responsibility for timely submission of its SOQ. The City reserves the right to accept any SOQ, to reject any and all SOQs, and to call for new SOQs, or dispense with the SOQ process in accordance with the Elk Grove Municipal Code. Consultant Interviews (if necessary): July 8-12, 2024 Consultant Selection/Negotiation: July 15 - August 2, 2024 Caltrans Review: August 19 - September 13, 2024 Award of Contract: October 23, 2024 Notice to Proceed Date: October 24, 2024 The term of the contract will be for a specific period of time, commencing upon execution. The City anticipates the contract to be for a term of three years with two one-year extensions, at the option of the City. The City reserves the right to set the term for a period deemed to be in the best interest of the City, and terminate the contract as set forth therein.
