Site work and paving for a road / highway in Warren, New Jersey. Completed plans call for site work for a road / highway; and for paving for a road / highway.

Bids will not be accepted by email. * Overlay and Milling of Various Township Roads No bid will be received after the time and date specified. After receipt of bids, no bid may be withdrawn within sixty (60) days after the date of the bid opening except as provided herein. The bid of any Bidder who consents to an extension may be held for consideration for a longer period of time as may be agreed upon between Bidder and the Township. All bids must be on the bid forms provided by the Township of Warren in the Bid Packet. In addition to the above documents, a certified check, cashier's check or bid bond issued by a responsible bank, trust company or insurance company, payable to the Township of Warren shall be submitted with each bid as a guaranty that if a contract is awarded the Bidder shall execute said Contract and furnish the bonds required by the Contract Documents ("Bid Security"). The Bid Security shall be in the amount of ten percent (10%) of the total amount of the bid or Twenty-Thousand Dollars ($20,000.00), whichever is lower. Any prospective bidder that wishes to challenge a bid specification shall file such challenge, in writing, with the contracting agent no less than three business days prior to the opening of the bids. Challenges filed after that time shall be considered void and having no impact on the contracting unit or the award of a contract. The Township reserves the right to reject any or all bids in accordance with the requirements of N.J.S.A. 40A:11-13.2, and to waive immaterial informalities, or to accept any bid which, in the opinion of the Township of Warren, will be in the best interest of the Township. The selected Bidder, will, within three (3) days of award of the bid, enter into the contract attached to the bid packet with the Township. All Bidders must comply with N.J.S.A. 10:5-31, et seq., entitled "An Act Relating to Affirmative Action in Relation to Discrimination in Connection with Certain Public Contracts and Supplementing the 'Law Against Discrimination'", N.J.A.C. 17:27, as amended from time to time; the Americans With Disability Act; New Jersey Antidiscrimination Provisions, N.J.S.A. 10:2-1; where applicable, the New Jersey Prevailing Wage Act, N.J.S.A. 34:11-56.25, et seq.; the New Jersey Public Works Contractor Registration Act, N.J.S.A. 34:11-56.48, et seq.; and the New Jersey Business Registration Act, P.L. 2004, Chapter 57. This bid for services is being awarded through a "fair and open process" pursuant to N.J.S.A. 19:44A-20.4, et seq. Bid Event Notes : All bids must be presented in fully and completely sealed envelopes which are clearly marked "Bids enclosed OVERLAY & MILLING , Warren, New Jersey," attention to Purchasing Department, 46 Mountain Boulevard, Warren, New Jersey 07059. No bid will be received after the time and date specified. After receipt of bids, no bid may be withdrawn within sixty (60) days after the date of the bid opening except as provided herein. The bid of any Bidder who consents to an extension may be held for consideration for a longer period of time as may be agreed upon between Bidder and the Township. All bids must be on the bid forms provided by the Township of Warren in the Bid Packet. Every request for an interpretation shall be in writing, addressed to the Township Administrator. In order to be given consideration, written requests for interpretation must be received at least ten (10) days prior to the date fixed for the opening of the bids. All proposed roads shall receive an overlay of 2" (two inches) plus or minus of Type Superpave Asphalt Surface Course Mix 12.5M64. The placement of pavement shall be generally thirty-two feet in width, except where the Superintendent of Public Works directs otherwise. Every effort shall be made to correct all severe crown sections. The Superintendent of Public Works shall direct variations in thickness to accomplish this procedure. It shall be the contractor's responsibility to install the risers on all inlets as needed. The Township will supply all risers and place them by each inlet. The Township will place all risers on Manholes as needed. MATERIALS AND CONSTRUCTION Materials and construction shall be in accordance with the 2019 New Jersey Department of Transportation Standard Specifications for Road and Bridge Construction, as amended to date. The paving overlay shall be done in accordance with the N.J.D.O.T. Specifications and shall consist of a minimum paving crew and equipment as outlined hereinafter: a self propelled mechanical paving machine having a basic screen width of ten feet, with operator and screen man; a three-wheel breakdown roller with operator; a tandem finishing roller with operator; and a foreman and four man crew. All rollers shall have a minimum weight of ten tons. Contractor must run a minimum of six tandem trucks when running the pavement. All work shall be performed under the direction of the Township Superintendent of Public Works or his authorized representative. The cost of all paving equipment, operators, crew and trucks used to deliver paving materials to the project and paving materials shall be included in the price bid per ton of bituminous material installed.
